Synopsis Water Diplomacy in Action by : Shafiqul Islam

Complex water problems cannot be resolved by numbers or narratives. Contingent and negotiated approaches are necessary for actionable outcome. In the face of a constantly changing array of interconnected water issues that cross multiple boundaries, the challenge is how to translate solutions that emerge from science and technology into the context of real-world policy and politics. Water Diplomacy in Action addresses this task by synthesizing two emerging ideas––complexity science and negotiation theory––to understand and manage risks and opportunities for an uncertain water future. Rooted in the ideas of complexity science and mutual gains negotiation, this edited volume shows why traditional systems engineering approaches may not work for complex problems, what emerging tools and techniques are needed and how these are used to resolve complex water problems.

Nature-Based Solutions and Water Security: An Action Agenda for the 21st Century presents an action agenda for natural infrastructure on topics of standards and principles, technical evaluation and design tools, capacity building and innovative finance. Chapters introduce the topic and concepts of natural infrastructure, or nature-based solutions (NBS) and water security, with important background on the urgency of the global water crisis and the role that NBS can, and should play, in addressing this crisis. Sections also present the community of practice's collective thinking on a prioritized action agenda to guide more rapid progress in mainstreaming NBS. With contributions from global authors, including key individuals and organizations active in developing NBS solutions, users will also find important conclusions and recommendations, thus presenting a collaboratively developed, consensus roadmap to scaling NBS. Covers all issues of water security and natural infrastructures Presents a comprehensive state of synthesis, providing readers with a solid grounding in the field of natural infrastructures and water security Includes a fully workable and intuitive roadmap for action that is presented as a guide to the most important actions for practitioners, research questions for academics, and information on promising careers for students entering the field

Synopsis Mississippi River Water Quality and the Clean Water Act by : National Research Council

The Mississippi River is, in many ways, the nation's best known and most important river system. Mississippi River water quality is of paramount importance for sustaining the many uses of the river including drinking water, recreational and commercial activities, and support for the river's ecosystems and the environmental goods and services they provide. The Clean Water Act, passed by Congress in 1972, is the cornerstone of surface water quality protection in the United States, employing regulatory and nonregulatory measures designed to reduce direct pollutant discharges into waterways. The Clean Water Act has reduced much pollution in the Mississippi River from "point sources" such as industries and water treatment plants, but problems stemming from urban runoff, agriculture, and other "non-point sources" have proven more difficult to address. This book concludes that too little coordination among the 10 states along the river has left the Mississippi River an "orphan" from a water quality monitoring and assessment perspective. Stronger leadership from the U.S. Environmental Protection Agency (EPA) is needed to address these problems. Specifically, the EPA should establish a water quality data-sharing system for the length of the river, and work with the states to establish and achieve water quality standards. The Mississippi River corridor states also should be more proactive and cooperative in their water quality programs. For this effort, the EPA and the Mississippi River states should draw upon the lengthy experience of federal-interstate cooperation in managing water quality in the Chesapeake Bay.

Synopsis Water Governance and Collective Action by : Diana Suhardiman

Collective Action is now recognized as central to addressing the water governance challenge of delivering sustainable development and global environmental benefits. This book examines concepts and practices of collective action that have emerged in recent decades globally. Building on a Foucauldian conception of power, it provides an overview of collective action challenges involved in the sustainable management and development of global freshwater resources through case studies from Africa, South and Southeast Asia and Latin America. The case studies link community-based management of water resources with national decision-making landscapes, transboundary water governance, and global policy discussion on sustainable development, justice and water security. Power and politics are placed at the centre of collective action and water governance discourse, while addressing three core questions: how is collective action shaped by existing power structures and relationships at different scales? What are the kinds of tools and approaches that various actors can take and adopt towards more deliberative processes for collective action? And what are the anticipated outcomes for development processes, the environment and the global resource base of achieving collective action across scales?

Synopsis Rural Community Water Supply by : Richard C. Carter

Richard Carter weaves together the myriad of factors that need to come together to make rural water supply truly available to everyone. He concludes that ultimately, systemic change to the global web of injustice that divides this world into rich and poor may be the only way to address the underlying problem.

Synopsis The Water, Food, Energy and Climate Nexus by : Felix Dodds

Global trends of population growth, rising living standards and the rapidly increasing urbanized world are increasing the demand on water, food and energy. Added to this is the growing threat of climate change which will have huge impacts on water and food availability. It is increasingly clear that there is no place in an interlinked world for isolated solutions aimed at just one sector. In recent years the "nexus" has emerged as a powerful concept to capture these inter-linkages of resources and is now a key feature of policy-making. This book is one of the first to provide a broad overview of both the science behind the nexus and the implications for policies and sustainable development. It brings together contributions by leading intergovernmental and governmental officials, industry, scientists and other stakeholder thinkers who are working to develop the approaches to the Nexus of water-food-energy and climate. It represents a major synthesis and state-of-the-art assessment of the Nexus by major players, in light of the adoption by the United Nations of the new Sustainable Development Goals and Targets in 2015. Synopsis China's Water Warriors by : Andrew C. Mertha

Today opponents of large-scale dam projects in China, rather than being greeted with indifference or repression, are part of the hydropower policymaking process itself. What accounts for this dramatic change in this critical policy area surrounding China's insatiable quest for energy? In China's Water Warriors, Andrew C. Mertha argues that as China has become increasingly market driven, decentralized, and politically heterogeneous, the control and management of water has transformed from an unquestioned economic imperative to a lightning rod of bureaucratic infighting, societal opposition, and open protest. Although bargaining has always been present in Chinese politics, more recently the media, nongovernmental organizations, and other activists—actors hitherto denied a seat at the table—have emerged as serious players in the policy-making process. Drawing from extensive field research in some of the most remote parts of Southwest China, China's Water Warriors contains rich narratives of the widespread opposition to dams in Pubugou and Dujiangyan in Sichuan province and the Nu River Project in Yunnan province. Mertha concludes that the impact and occasional success of such grassroots movements and policy activism signal a marked change in China's domestic politics. He questions democratization as the only, or even the most illuminating, indicator of political liberalization in China, instead offering an informed and hopeful picture of a growing pluralization of the Chinese policy process as exemplified by hydropower politics. For the 2010 paperback edition, Mertha tests his conclusions against events in China since 2008, including the Olympics, the devastating 208 Wenchuan earthquake, and the Uighar and Tibetan protests of 2008 and 2009.
