Complex water problems cannot be resolved by numbers or narratives. Contingent and negotiated approaches are necessary for actionable outcome. In the face of a constantly changing array of interconnected water issues that cross multiple boundaries, the challenge is how to translate solutions that emerge from science and technology into the context of real-world policy and politics. The Mississippi River is, in many ways, the nation's best known and most important river system. Mississippi River water quality is of paramount importance for sustaining the many uses of the river including drinking water, recreational and commercial activities, and support for the river's ecosystems and the environmental goods and services they provide. The Clean Water Act, passed by Congress in 1972, is the cornerstone of surface water quality protection in the United States, employing regulatory and nonregulatory measures designed to reduce direct pollutant discharges into waterways. The Clean Water Act has reduced much pollution in the Mississippi River from "point sources" such as industries and water treatment plants, but problems stemming from urban runoff, agriculture, and other "non-point sources" have proven more difficult to address. This book concludes that too little coordination among the 10 states along the river has left the Mississippi River an "orphan" from a water quality monitoring and assessment perspective. Stronger leadership from the U.S. Environmental Protection Agency (EPA) is needed to address these problems. Specifically, the EPA should establish a water quality data-sharing system for the length of the river, and work with the states to establish and achieve water quality standards. The Mississippi River corridor states also should be more proactive and cooperative in their water quality programs. For this effort, the EPA and the Mississippi River states should draw upon the lengthy experience of federal-interstate cooperation in managing water quality in the Chesapeake Bay.

Collective Action is now recognized as central to addressing the water governance challenge of delivering sustainable development and global environmental benefits. This book examines concepts and practices of collective action that have emerged in recent decades globally. Building on a Foucauldian conception of power, it provides an overview of collective action challenges involved in the sustainable management and development of global freshwater resources through case studies from Africa, South and Southeast Asia and Latin America. The case studies link community-based management of water resources with national decision-making landscapes, transboundary water governance, and global policy discussion on sustainable development, justice and water security. Power and politics are placed at the centre of collective action and water governance discourse, while addressing three core questions: how is collective action shaped by existing power structures and relationships at different scales? What are the kinds of tools and approaches that various actors can take and adopt towards more deliberative processes for collective action? Today opponents of large-scale dam projects in China, rather than being greeted with indifference or repression, are part of the hydropower policymaking process itself. What accounts for this dramatic change in this critical policy area surrounding China's insatiable quest for energy? In China's Water Warriors, Andrew C. Mertha argues that as China has become increasingly market driven, decentralized, and politically heterogeneous, the control and management of water has transformed from an unquestioned economic imperative to a lightning rod of bureaucratic infighting, societal opposition, and open protest. Although bargaining has always been present in Chinese politics, more recently the media, nongovernmental organizations, and other activists—actors hitherto denied a seat at the table—have emerged as serious players in the policy-making process. Drawing from extensive field research in some of the most remote parts of Southwest China, China's Water Warriors contains rich narratives of the widespread opposition to dams in Pubugou and Dujiangyan in Sichuan province and the Nu River Project in Yunnan province. Mertha concludes that the impact and occasional success of such grassroots movements and policy activism signal a marked change in China's domestic politics. He questions democratization as the only, or even the most illuminating, indicator of political liberalization in China, instead offering an informed and hopeful picture of a growing pluralization of the Chinese policy process as exemplified by hydropower politics.
