A Planet for Life 2012 focuses on agriculture and its relation to development, food and the environment. At the end of the 2000s, a consensus has emerged and points to the urgent need for massive investment in the agricultural sector, which is (once again) viewed as one of the prime engines for development and food security, as well as for poverty reduction. But what exactly does this consensus cover?While the idea of investing in agriculture is gaining ground and although several countries or regions appear to be offering opportunities for investment in agricultural land, debates are going on as to which agricultural models to choose and how agricultural policies should be implemented.A Planet for Life called on many highly specialized authors from different countries and perspectives, and invites the reader to discover the sector in all its complexity, upstream and downstream of agricultural production.At the crossroads of the challenges posed by development, food security and the environment, the transformation of the agricultural sector is at the heart of the global stakes of sustainable development. To help steer these changes towards greater sustainability, this book makes us aware of how crucial it is to also change our representations of agriculture, change the visions that guide projects for change and the policies regulating this sector.

This book: (i) reviews how evaluation can lead the change process in policy and institutional development; (ii) presents a variety of good practices and lessons learned in building up evaluation capacities; and (iii) introduces new perspectives on evaluation capacity building.

The Consultative Group on International Agricultural Research (CGIAR) was established in 1971 to support the Rockefeller and Ford Foundations in funding four international agricultural research centres in Colombia, Mexico, Nigeria and the Philippines. As the first global programme to receive grants from the World Banks net income, the CGIAR now consists of 16 autonomous international centres, with a membership of 62 countries, including 24 developing and transition economies. This report evaluates the work of CGIAR and makes several recommendations to address the future challenges it faces in promoting agricultural research.

Women’s Voice & Agency beyond the household (VABH) has increasingly been recognized as critical to strengthening resilience, increasing women’s access to important resources, improving women’s decision-making power, and facilitating broader social networks (Njuki et al. 2022). Despite rapidly intensifying climate change in recent years, a knowledge gap persists as to how climate change may affect women’s VABH in developing countries. This has been particularly challenging in countries like India, which host one of the largest numbers of the poor and has been increasingly plagued by droughts, floods, cyclones, rising temperatures, and increasing rainfall fluctuations. This study provides a conceptual discussion on the linkages between climate change and VABH and analyzes their empirical relationship using multiple rounds of nationwide household data from India (India Human Development Survey 2005, 2012; World Values Survey 2001, 2006, 2012); climate data; and data on women’s political representation at the district level. Our results suggest that in rural parts of India, adverse climate change and natural disasters, such as cyclones and/or floods, have consistently negative associations with a broad range of VABH-related outcomes. Moreover, in rural areas, greater political representation by women in district assemblies broadly mitigates the potential effects of adverse climate change on VABH-related outcomes. These patterns generally hold across various populations, differentiated by marriage status and age groups, and are more robust in rural compared to urban areas. There are also generally consistent gender differences in these associations. Specifically, results indicate that women’s VABH are disproportionately more negatively affected by adverse CC than men’s VABH, while greater female representation at local district assemblies has greater effects in mitigating adverse CC on VABH among women than men. The results underscore the importance of enhancing women’s political representation as a means to improve women’s VABH.

This book is a historical review of international food and agriculture since the founding of the international organizations following the Second World War, including the World Bank and the Food and Agriculture Organization of the United Nations (FAO), the World Food Programme (WFP) and into the 1970s, when CGIAR was established and the International Fund for Agricultural Development (IFAD) was created to recycle petrodollars. Despite numerous international consultations and an increased number of actors, there has been no real growth in international assistance, except for the work of the Bill and Melinda Gates Foundation. The book concurrently focuses on the structural transformation of developing countries in Asia and Africa, with some making great strides in small farmer development and in achieving structural transformation of their economies. Some have also achieved Sustainable Development Goals (SDGs), particularly SDG2, but most have not. Not only are some countries, particularly in South Asia and sub-Saharan Africa, lagging behind, but they face new challenges of climate change, competition from emerging countries, population pressure, urbanization, environmental decay, and dietary transition. Lagging developing countries need huge investments in human capital, and physical and institutional infrastructure, to take advantage of rapid change in technologies, but the role of international assistance in financial transfers has diminished. The COVID-19 pandemic has not only set many poorer countries back but starkly revealed the weaknesses of past strategies. Transformative changes are needed in developing countries with international cooperation to achieve better outcomes. Will change in the United States bring new opportunities for multilateral cooperation?"--
