Synopsis Using Online Vacancy and Job Applicants' Data to Study Skills Dynamics by : Fidel Bennett
We assess whether online data on vacancies and applications to a job board are a suitable source for studying skills dynamics outside of Europe and the United States, where a rich literature has examined skills dynamics using online vacancy data. Yet, the knowledge on skills dynamics is scarce for other countries, irrespective of their level of development. We first propose a taxonomy that systematically aggregates three broad categories of skills - cognitive, socioemotional and manual - and fourteen commonly observed and recognizable skills sub-categories, which we define based on unique skills identified through keywords and expressions. Our aim is to develop a taxonomy that is comprehensive but succinct, suitable for the labour market realities of developing and emerging economies and adapted to online vacancies and applicants' data. Using machine-learning techniques, we then develop a methodology that allows implementing the skills taxonomy in online vacancy and applicants' data, thus capturing both the supply and the demand side. Implementing the methodology with Uruguayan data from the job board BuscoJobs, we assign skills to 64 per cent of applicants' employment spells and 94 per cent of vacancies. We consider this a successful implementation since the exploited text information often does not follow a standardized format. The advantage of our approach is its reliance on data that is currently available in many countries across the world, thereby allowing for country-specific analysis that does not need to assume that occupational skills bundles are the same across countries. "Several interdisciplinary studies highlight imperfect information as a possible explanation of skill mismatches, which in turn has implications for unemployment and informality rates. Despite information failures and their consequences, countries like Colombia (where informality and unemployment rates are high) lack a proper labour market information system to identify skill mismatches and employer skill requirements. One reason for this absence is the cost of collecting labour market data. Recently, the potential use of online job portals as a source of labour market information has gained the attention of researchers and policymakers, since these portals can provide quick and relatively low-cost data collection. As such, these portals could be of use for Colombia. However, debates continue about the efficacy of this use, particularly concerning the robustness of the collected data. This book implements a novel mixed-methods approach (such as web scraping, text mining, machine learning, etc.) to investigate to what extent a web-based model of skill mismatches can be developed for Colombia. The main contribution of this book is demonstrating that, with the proper techniques, job portals can be a robust source of labour market information. In doing so, it also contributes to current knowledge by developing a conceptual and methodological approach to identify skills, occupations, and skill mismatches using online job advertisements, which would otherwise be too complex to be collected and analysed via other means. By applying this novel methodology, this study provides new empirical data on the extent and nature of skill mismatches in Colombia for a considerable set of non-agricultural occupations in the urban and formal economy. Moreover, this information can be used as a complement to household surveys to monitor potential skill shortages. Thus, the findings are useful for policymakers, statisticians, and education and training providers, among others."

This book includes empirical contributions focusing on disadvantaged workers. According to the European Commission’s definition, disadvantaged workers include categories of workers with difficulties entering the labour market without assistance and hence, requiring the application of public measures aimed at improving their employment opportunities. In addition to the labour market perspective, this is also relevant in terms of social cohesion, which is one of the central objectives of the European Union and of its Member States. This work deals with the most relevant groups of disadvantaged workers, namely disabled workers, young workers, women living in depressed areas, migrants in the labour market and the long-term unemployed, and analyses the situation in the Italian, Spanish and some African labour markets. The determinants of disadvantage in the labour market are investigated, highlighting both the role of supply variables, including structural factors and the weakness on the demand side, the role of the economic crisis and the ineffectiveness of some labour policies. A complex framework emerges in which disadvantaged groups may share common problems, both in terms of integration into the labour market and in terms of working conditions, but often require group-specific policies, taking into account their intergroup heterogeneity.

We develop a framework where mismatch between vacancies and job seekers across sectors translates into higher unemployment by lowering the aggregate job-finding rate. We use this framework to measure the contribution of mismatch to the recent rise in U.S. unemployment by exploiting two sources of cross-sectional data on vacancies, JOLTS and HWOL, a new database covering the universe of online U.S. job advertisements. Mismatch across industries and occupations explains at most 1/3 of the total observed increase in the unemployment rate, whereas geographical mismatch plays no apparent role. The share of the rise in unemployment explained by occupational mismatch is increasing in the education level.
