This publication serves as a guide for countries in exploring how reporting for the Sustainable Development Goals (SDG) indicators under FAO custodianship serves the scope of compiling information for the biennial transparency reports (BRT) under the Enhanced Transparency Framework (ETF). The paper intends to demonstrate the potential integration of adaptation reporting with SDG and Sendai Framework for Disaster Risk Reduction (SFDRR) global measurable targets and corresponding indicators to advance towards a common understanding of how to track adaptation while informing progress towards the Global Goal on Adaptation (GGA). It is aimed primarily at technical authorities and experts working on monitoring and evaluation (M&E) of adaptation in the agriculture sectors and compiling information to report on adaptation at national and international levels. Secondly, it is aimed at policy- and decision-makers that can use M&E evidence to inform adaptation planning, both in the agriculture sectors specifically and as part of broader national adaptation planning, implementation, and budgeting processes.

Due to the urgent need to protect communities, ecosystems, and economies from the impacts of a changing climate, adaptation is becoming increasingly relevant. Climate change is already a significant stressor on most global and local value chains and threatens food security. This makes timely implementation of sustainable adaptation actions that catalyse agrifood system resilience indispensable for working towards better nutrition, better environments and better production, leaving no one behind. Recognizing the important role adaptation plays for agrifood systems, and its prominence in the Paris Agreement, the paper presents and reflects on FAO’s repertoire of different adaptation actions and solutions. The main objective of this report is to review the monitoring and evaluation (M&E) frameworks, tools and guidance documents that are available for climate-smart agriculture (CSA), and in particular for objective (“pillar”) two on adaptation and resilience. The report is a literature review and does not propose a new methodology. It is not an exhaustive list, but summarises the main M&E frameworks. This report represents the first step towards the development of operational guidelines for the design and implementation of national M&E frameworks for CSA, to be developed during the first quarter of 2019. The envisioned operational guidelines will address the core constraints and needs of Member States on both the design and implementation of an M&E system that can simultaneously address CSA and sector reporting requirements for the 2030 Agenda climate instruments. These guidelines will address the principal need expressed by Member States that M&E systems and indicators should be simple and not onerous. The intended users are practitioners designing CSA projects at country level and policy-makers coordinating national-sector monitoring and reporting efforts on climate change under the following three global agreements: the United Nations 2030 Agenda for Sustainable Development, the Sendai Framework for Disaster Risk Reduction, and the United Nations Framework Convention on Climate Change (UNFCCC) Paris Agreement of 2015.

This book examines the multiple strategies proposed by the international community for addressing global climate change (GCC) from both human and state-security perspectives. It examines what is needed from major states working within the UN framework to engage with the multiple dimensions of a strategy that addresses GCC and its impacts, where such engagement promotes both human and state security. Two broad frameworks for approaching these issues provide the basis of discussion for the individual chapters, which discuss the strategies being undertaken by major state powers (the US, the EU, China, India, Japan, and Russia). The first framework considers the multiple strategies, mitigation, adaptation, and capacity-building required of the international community to address the effects of GCC. The second framework considers the differentiation of GCC policies in terms of security and how the efficacy of these strategies could be impacted by whether priority is given to state security over human security concerns. This book will be of much interest to students of human security, climate change, foreign policy, and International Relations.

Adaptation is a process by which individuals, communities and countries seek to cope with the consequences of climate change. The process of adaptation is not new; the idea of incorporating future climate risk into policy-making is. While our understanding of climate change and its potential impacts has become clearer, the availability of practical guidance on adaptation has not kept pace. The development of the Adaptation Policy Framework (APF) is intended to help provide the rapidly evolving process of adaptation policy-making with a much-needed roadmap. Ultimately, the purpose of the APF is to support adaptation processes to protect - and enhance - human well-being in the face of climate change.
