ITER presents the United States and its international partners with the opportunity to explore new and exciting frontiers of plasma science while bringing the promise of fusion energy closer to reality. The ITER project has garnered the commitment and will draw on the scientific potential of seven international partners, China, the European Union, India, Japan, the Republic of Korea, Russia, and the United States, countries that represent more than half of the world's population. The success of ITER will depend on each partner's ability to fully engage itself in the scientific and technological challenges posed by advancing our understanding of fusion. In this book, the National Research Council assesses the current U.S. Department of Energy (DOE) plan for U.S. fusion community participation in ITER, evaluates the plan's elements, and recommends appropriate goals, procedures, and metrics for consideration in the future development of the plan.

Chief Scientist Dr. Antone Brooks and his Low Dose Radiation Research Program team redefined the field, applying advances in instrumentation and molecular biology from the Human Genome Project and developing new technologies to examine cellular responses. Their findings were startling. At low doses, biological reactions are unique and often unrelated to those that occur at high doses. The influential linear-no-threshold model--which predicted that damage from acute exposures can be extrapolated linearly to low dose exposures--was flawed. Small doses of radiation can have an adaptive protective effect. "Hit theory," the idea that radiation only affected cells it directly traversed, yielded to "bystander theory," which hypothesizes that cells communicate with each other and a dose to one affects others surrounding it. Low Dose Radiation describes the program's development, the scientists who made it viable, and the fundamental results, highlighting lessons learned during its lifespan.

This report examines the role of rare earth metals and other materials in the clean energy economy. It was prepared by the U.S. Department of Energy (DoE) based on data collected and research performed during 2010. In the report, DoE describes plans to: (1) develop its first integrated research agenda addressing critical materials, building on three technical workshops convened by the DoE during November and December 2010; (2) strengthen its capacity for information-gathering on this topic; and (3) work closely with international partners, including Japan and Europe, to reduce vulnerability to supply disruptions and address critical material needs. Hydrogen and fuel cells are vital technologies to ensure a secure and CO2-free energy future. Their development will take decades of extensive public and private effort to achieve technology breakthroughs and commercial maturity. Government research programs are indispensable for catalyzing the development process. This report maps the IEA countries' current efforts to research, develop and deploy the interlocking elements that constitute a "hydrogen economy", including CO2 capture and storage when hydrogen is produced out of fossil fuels. It provides an overview of what is being done, and by whom, covering an extensive complexity of national government R & D programs. The survey highlights the potential for exploiting the benefits of the international cooperation. This book draws primarily upon information contributed by IEA governments. In virtually all the IEA countries, important R & D and policy efforts on hydrogen and fuel cells are in place and expanding. Some are fully-integrated, government-funded programs, some are a key element in an overall strategy spread among multiple public and private efforts. The U.S. Department of Energy (DOE) promotes scientific and technological innovation to advance the national, economic, and energy security of the United States. Recognizing the potential of microorganisms to offer new energy alternatives and remediate environmental contamination, DOE initiated the Genomes to Life program, now called Genomics: GTL, in 2000. The program aims to develop a predictive understanding of microbial systems that can be used to engineer systems for bioenergy production and environmental remediation, and to understand carbon cycling and sequestration. This report provides an evaluation of the program and its infrastructure plan. Overall, the report finds that GTL's research has resulted in and promises to deliver many more scientific advancements that contribute to the achievement of DOE's goals. However, the DOE's current plan for building four independent facilities for protein production, molecular imaging, proteome analysis, and systems biology sequentially may not be the most cost-effective, efficient, and scientifically optimal way to provide this infrastructure. As an alternative, the report suggests constructing up to four institute-like facilities, each of which integrates the capabilities of all four of the originally planned facility types and focuses on one or two of DOE's mission goals. The alternative infrastructure plan could have an especially high ratio of scientific benefit to cost because the need for technology will be directly tied to the biology goals of the program.

In September 2017, Hurricane Maria hit Puerto Rico, completely upending the energy grid of the small island. The nearly year-long power outage that followed vividly shows how the new climate reality intersects with race and access to energy. The island is home to brown and black US citizens who lack the political power of those living in the continental US. As the world continues to warm and storms like Maria become more commonplace, it is critical that we rethink our current energy system to enable reliable, locally produced, and locally controlled energy without replicating the current structures of power and control. In Revolutionary Power, Shalanda Baker arms those made most vulnerable by our current energy system with the tools they need to remake the system in the service of their humanity. The manner in which we produce & consume energy is of crucial importance to sustainable development, as energy has deep relationships with each of its three dimensions -- the economy, the environment & social welfare. These relationships develop in a fast-moving & complex situation characterized by increasing globalisation, growing market liberalisation & new technologies, as well as by growing concerns about climate change & energy-supply security. In order to make energy an integral part of sustainable development, new policies need to be developed. Such policies must strike a balance among the three dimensions of sustainable development. They must reduce our exposure to large-scale risk. The IEA has synthesized a number of experiences with policies aimed to promote sustainable development. These experiences are reported in seven subject chapters on energy supply security, market reform, improving energy efficiency, renewable energies, sustainable transport, flexibility mechanisms for greenhouse gas reductions & on non-Member countries.
