Synopsis Borrowing Through the U.S. Treasury's "Fast Money Tree" by : Dr. Michael William Sunner

The continuing U.S. Governments debt ceiling crisis is an anomaly characterized by a dysfunctional Congress that previously approved the budgetary expenditures for a multitude of government programs that now requires that same body to approve raising the ceiling to pay for those same program expenditures. The U.S. Treasury then dutifully raises the necessary cash to pay these bills and maturing debt through selling (auctioning) an ample supply of various marketable debt securities (bills, notes, bonds and TIPS) through Treasurys Fast Money Tree. Treasury's goal is to sell or auction its securities at the lowest possible cost to the taxpayer in order to finance the U.S. government's operations and make up the difference between government revenues (taxes, fees, etc.), and the actual program costs. To accomplish this essential mission, Treasury sells (through approximately 280-300 auctions each year) approximately $7 to $8 trillion in marketable debt in the global financial markets to 21 Primary Dealers and over 200 other entities that include foreign central banks and hundreds of thousands of retail investors through a remarkably fast, efficient, and robust electronic system - the Treasury Automated Auction System ("TAAPS"), which I refer to as the Fast Money Tree. Simply put, Republicans want to decrease government borrowing and spending without raising taxes to stimulate economic growth, and Democrats want to also decrease government borrowing and spending, while increasing revenues (e.g., taxes on the very wealthy and ensuring that everyone pay their fair share of taxes. This book also argues for a sensible balance between spending cuts and increased revenues in order to promote economic growth. In any case, the Fast Money Tree must persist in carrying out its essential mission to raise the cash needed so the U.S. Governments essential government operations can continue unabated.

Now, as perhaps never before, the treasurer’s visions, skills, and worth will be tested and proven. A useful reference, The Strategic Treasurer: A Partnership for Corporate Growth systematically equips today’s corporate treasurers to move from merely being the liquidity manager to becoming a strategic driver and steward of corporate value as well as an equal partner with senior management.

Synopsis Myanmar by : International Monetary Fund. Asia and Pacific Dept

This 2018 Article IV Consultation highlights that Myanmar’s economy is expected to gain steam albeit at a somewhat slower pace than previously envisaged but faces greater downside risks including from the crisis in Rakhine state. The country’s long-term prospects remain strong, supported by a growing demographic dividend, a competitive labor force and its strategic location. The discussions recommend that successful implementation of the second wave of reforms in the Myanmar Sustainable Development Plan with a focus on peace, stability and good governance will help sustain the growth take-off and achieve the Sustainable Development Goals (SDGs). Financial regulations and supervision should be strengthened with a view to ensuring financial stability and deepening, while forming contingency plans to address systemic banking risks, and strengthening the resolution framework. Fiscal policy should be directed towards SDG-related spending, while lowering Central Bank of Myanmar financing and ensuring debt sustainability. The business environment is expected to benefit from upgraded infrastructure, access to finance, and strengthening of the overall governance framework.

Welcome to the Green Book a comprehensive guide for financial institutions that receive ACH payments from the Federal government. Today, the vast majority of Federal payments are made via the ACH. With very few exceptions, Federal government ACH transactions continue to be subject to the same rules as private industry ACH payments. As a result, the Green Book continues to get smaller in size and is designed to deal primarily with exceptions or issues unique to Federal government operations.
