Synopsis Transportation Policy and Economic Regulation by : John Bitzan

Transportation Policy and Economic Regulation: Essays in Honor of Theodore Keeler addresses a number of today's important transportation policy issues, exploring a variety of transportation modes, and examining the policy implications of a number of alternatives. Theodore Keeler had a distinguished career in transportation economics, helping to shape regulatory policies concerning the transportation industries and assessing the appropriateness of various policies. A distinguishing feature of his work is that it always had policy implications. As a tribute to Theodore Keeler, this book examines transportation policy issues across a variety of transportation industries, including aviation, railroads, highways, motor carrier transport, automobiles, urban transit, and ocean shipping. The book evaluates the economic impact and effectiveness of various policies, employing empirical analyses and new estimation techniques, such as Bayesian analysis. The book is designed for transportation professionals and researchers, as well as transportation economics students, providing an in-depth analysis of some of today's important transportation policy issues. Policy changes established in the last 35-40 years have introduced profound changes in the business environment of the transportation industry. Past policy changes promoted the free market's role in setting prices and determining service availability. While 21st century policy has focused on a variety of other issues, such as safety, road and air congestion, productivity growth, labor relations and exhaust emission, many still promote the role of competition. In addition to examining various transportation policy issues in the U.S., the book explores some approaches to dealing with transportation issues in different parts of the world. Contemporary transportation policy debates have broadened from their initial focus of primarily examining the merits of reforming economic regulations at national levels, to now examining a variety of issues such as alternative methods of social regulation (such as safety regulation and emission controls), new approaches to changing economic regulations, the potential for reforming international regulations, and the appropriate role for government in transportation. - Examines transportation policy developments across a variety of modes, including some international analysis - Shows how new policy changes, such as changes in regulation, affect overall transportation system performance - Features chapters that use innovative methodologies, such as Bayesian techniques, qualitative analysis, and an attribute-incorporated Malmquist productivity index - Examines the ways that policy impacts depend on a variety of factors, and shows how economic tools can be used to gain greater insights into the likely impacts of policy and the desirability of various policies - Analyzes transport prices, quality of service, safety, the use of information technology and operating issues, highlighting how transportation enhances quality of life

Synopsis Regions, Land Consumption and Sustainable Growth by : O. A. L. C. Atzema

This book provides an in-depth investigation of the role of the private and public sectors in land markets and regional economics, and explores the reasons behind government intervention in the interests of sustainable growth. The authors explore the subject of regional development and changing land use in a variety of different countries. They examine broad themes such as urban structure, infrastructure and eco-structure, and look in detail at issues including housing, transport and technology clustering. They also demonstrate that for a proper understanding of long-term changes, the broader institutional settings and policy regimes are of critical importance, as it is within this framework that private and public actors interact. It is therefore vital to search for institutional arrangements where conflicts of interest can be dealt with in a constructive way, and where ecological values are taken into consideration. The contributions in this book highlight these difficulties and offer practical proposals to improve current practices. Regional scientists, geographers and development policymakers will welcome this rigorous exploration of the roles of the private and public sectors in the context of economic development.

Synopsis Deregulation and Interdependence in the Asia-Pacific Region by : Takatoshi Ito

Recently, real and artificial barriers to international transactions have fallen sharply, causing a rise in the overall volume of international trade. East Asia has been particularly affected by the economic stresses and gains derived from deregulation. Deregulation and Interdependence in the Asia-Pacific Region explores the broadly similar experiences of certain economies in the region—China, Hong Kong, Japan, Korea—in dealing with the potentially volatile process of deregulation, and examines the East Asian response to a rapidly transforming economic environment.

Synopsis Going Private by : Jose Gomez-Ibanez

In the last decade many countries turned to private sources to provide services formerly offered by public agencies. Europeans, particularly the British and the French, were leaders in this movement. Developing countries also experimented extensively with privatization in the 1980s, with varying degrees of success. Because governments around the world are heavily involved in transportation, it is a natural focus of privatization experiments and in many ways has been at the cutting edge. Going Private examines the diverse privatization experiences of transportation services and facilities. Cases are drawn from the United States, Asia, Europe, and Latin America. Since almost every country has experimented to some degree with highway and bus privatization, the authors focus particularly on these services, although they also discuss urban rail transit and airports. Highways and buses, they explain, encompass all three of the most common and basic forms of privatization: the sale of an existing state-owned enterprise; use of private, rather than public, financing and management for new infrastructure development; and contracting out to private vendors public services previously provided by government employees. After thoroughly examining these services and discussing the motives for, and objections to, privatization, the authors look at the prospects for privatization in other sectors and industries. They assess those circumstances in which privatization is most likely to succeed and those in which it is most likely to fail, for political as well as economic reasons. The authors conclude that privatization involves many political and social as well as economic dimensions. Privatization is usually not simply a matter of efficiency improvements or capital augmentation but also involves such deeply imbedded societal concerns as equity, income transfers, environmental problems, and attitudes toward taxation and the role of government.
