This book answers the question of how to maintain effective labour regulation as the market for labour moves towards globalization. This issue is addressed from legal, economic, social and cultural perspectives. The authors consider the effects of free trade and investment, with and without labour standards, on employment, competitiveness, wages and working conditions in the global economy. Deriving and analysing policy options, they seek ways in which principles of labour regulation can operate at an international level. The work concludes with a call for a rule-based global trading system in which core labour standards play a significant part.

This report has been compiled by the World Commission on the Social Dimensions of Globalization, an independent body established by the International Labour Organization (ILO) in 2002, and whose membership includes international politicians and government advisers from developed and developing countries, academics and representatives of business and multinational corporations, trade unions and civil society organisations. The report explores the social dimensions of globalisation and the need to build a fair and inclusive global economic system, and argues that the dominant perspective on globalisation must shift from a narrow focus on markets to encompass a broader recognition of the needs of people in the communities in which they live. Issues highlighted and recommendations made in the report include: better governance and accountability at both national and international levels to foster productive and equitable markets; empowerment of local communities, including gender equality; sustainable development based on the interdependent pillars of economic, social and environmental development; fairer rules for international trade, investment and finance; measures to overcome inequality and raise capacity to meet the Millennium Development Goals (MDGs); and a stronger multilateral framework based on an effective United Nations.

This anthology analyzes low-wage migrant workers in Europe from many perspectives, including migration policies, human rights, economics, and more. Free movement of workers and services in the EU calls into question the extent to which the labor market and its institutions are able to counteract negative consequences, such as downward wage pressures and abuse of workers. These essays flesh out the imbalances that unfairly disadvantage low-wage workers, shed light on their causes, and discuss possible solutions.

World trade has expanded significantly in recent years, making a major contribution to global growth. Economic growth has not led to a corresponding improvement in working conditions and living standards for many workers. In developing countries, job creation has largely taken place in the informal economy, where around 60 per cent of workers are employed. This collection of papers examines key trends in the internationalisation of employment, drawing on the proceedings of an ILO conference held in Annecy, France in April 2005. The papers focus on three related issues: the impacts of trade and investment abroad, including the offshoring of production of goods and services, and effects on the winners and losers in terms of employment; adjustment methods for coping with the short and medium term problems related to the globalisation of employment; and the importance of international instruments to help ensure a level playing field in trade and promote development, drawing on established rights and international labour standards.

Work is constantly reshaped by technological progress. New ways of production are adopted, markets expand, and societies evolve. But some changes provoke more attention than others, in part due to the vast uncertainty involved in making predictions about the future. The 2019 World Development Report will study how the nature of work is changing as a result of advances in technology today. Technological progress disrupts existing systems. A new social contract is needed to smooth the transition and guard against rising inequality. Significant investments in human capital throughout a person’s lifecycle are vital to this effort. If workers are to stay competitive against machines they need to train or retool existing skills. A social protection system that includes a minimum basic level of protection for workers and citizens can complement new forms of employment. Improved private sector policies to encourage startup activity and competition can help countries compete in the digital age. Governments also need to ensure that firms pay their fair share of taxes, in part to fund this new social contract. The 2019 World Development Report presents an analysis of these issues based upon the available evidence.
