Over the past two decades, society has been witnessing how technological, political, and societal changes have been transforming individual and collective urban mobility. Driven both by newcomers and traditional players, by disruptive as well as incremental innovations, the main objective now is to enhance mobility and accessibility while, reducing vehicle ownership, congestion, road accidents, and pollution in cities. This transformation has been mainly enabled by the widespread adoption of internet-connected devices (e.g.: smartphones and tablets) and by the innovative business models, technologies, and use-cases that arose from this rapid digitalization, such as peer-to-peer, and two-sided markets providing several mobility schemes: car-sharing, car-pooling, bike sharing, free-floating (cars, bikes, electric scooter), ridesharing and ride hailing either for long distances as well as for urban and micro-mobility. The book presents – in a holistic perspective – how this revolution is happening and what are the major cornerstones for the implementation of robomobility. This book adds a critical perspective to the legal dialogue on the regulation of ‘smart urban mobility’. Mobility is one of the most visible sub-domains of the ‘smart city’, which has become shorthand for technological advances that influence how cities are structured, public services are fashioned, and citizens coexist. In the urban context, mobility has come under pressure due to a variety of different forces, such as the implementation of new business models (e.g. car and bicycle sharing), the proliferation of alternative methods of transportation (e.g. electric scooters), the emergence of new market players and stakeholders (e.g. internet and information technology companies), and advancements in computer science (in particular due to artificial intelligence). At the same time, demographic changes and the climate crisis increase innovation pressure. In this context law is a seminal factor that both shapes and is shaped by socio-economic and technological change. The rapid growth of the Asian urban population concentrates on a few large cities, turning them into giant megacities. Despite new theoretical insights into the benefits of megacities, the emerging Asia is facing a daunting challenge concerning the management of infrastructure and services in their megacities. The deteriorating urban mobility is the most difficult challenge with respect to the sharp increase in vehicle numbers and to inadequate and poorly managed road infrastructure. Public transport, a sustainable mode of mobility, is subjected to a vicious cycle of poor service, decreasing ridership and lower investment. Despite various policy initiatives, the situation has not improved. The scale and growth pattern of Asian megacities have distinctive features which generate a unique set of challenges and opportunities. New perspectives are needed to effectively address the transportation problems making the best use of available opportunities.
