This book critically assesses Christchurch, New Zealand as an evolving post-earthquake city. It examines the impact of the 2010–13 Canterbury earthquake sequence, employing a chronological structure to consider ‘damage and displacement’, ‘recovery and renewal’ and ‘the city in transition’. It offers a framework for understanding the multiple experiences and realities of post-earthquake recovery. It details how the rebuilding of the city has occurred and examines what has arisen in the context of an unprecedented opportunity to refashion land uses and social experience from the ground up. A recurring tension is observed between the desire and tendency of some to reproduce previous urban orthodoxies and the experimental efforts of others to fashion new cultures of progressive place-making and attention to the more-than-human city. The book offers several lessons for understanding disaster recovery in cities. It illuminates the opportunities disasters create for both the reassertion of the familiar and the emergence of the new; highlights the divergence of lived experience during recovery; and considers the extent to which a post-disaster city is prepared for likely climate futures. The book will be valuable reading for critical disaster researchers as well as geographers, sociologists, urban planners and policy makers interested in disaster recovery.

Great natural disasters are rare, but their aftermath can change the fortunes of a city or region forever. This book and its companion Policy Focus Report identify lessons from different parts of the world to help communities and government leaders better organize for recovery after future disasters. The authors consider the processes and outcomes of community recovery and reconstruction following major disasters in six countries: China, New Zealand, India, Indonesia, Japan, and the United States. Post-disaster reconstruction offers opportunities to improve construction and design standards, renew infrastructure, create new land use arrangements, reinvent economies, and improve governance. If done well, reconstruction can help break the cycle of disaster-related impacts and losses, and improve the resilience of a city or region.

In order to address these issues, the United States of America and the Peoples Republic of China regularly organize bilateral symposia/workshops to investigate multiple hazard mitigation, particularly with respect to earthquake engineering. This book contains state-of-the-art reports presented by world-renowned researchers at the US/PRC Sympsosium Workshop on Post-Earthquake Rehabilitation and Reconstruction held in Kunming, Yunnan, China, May 1995. Disasters—natural ones, such as hurricanes, floods, or earthquakes, and unnatural ones such as terrorist attacks—are part of the American experience in the twenty-first century. The challenges of preparing for these events, withstanding their impact, and rebuilding communities afterward require strategic responses from different levels of government in partnership with the private sector and in accordance with the public will. Disasters have a disproportionate effect on urban places. Dense by definition, cities and their environs suffer great damage to their complex, interdependent social, environmental, and economic systems. Social and medical services collapse. Long-standing problems in educational access and quality become especially acute. Local economies cease to function. Cultural resources disappear. The plight of New Orleans and several smaller Gulf Coast cities exemplifies this phenomenon. This volume examines the rebuilding of cities and their environs after a disaster and focuses on four major issues: making cities less vulnerable to disaster, reestablishing economic viability, responding to the permanent needs of the displaced, and recreating a sense of place. As levels of urbanization increase around the world, the growing concentrations of population and economic activity increases vulnerability to natural disasters. Interdependencies among urban populations mean that damage to the built environment, including water, sewer and energy infrastructure, can affect millions. Even if there is no change in the rate of occurrence of natural disasters (an unlikely prospect in the face of ongoing climate change) the potential for human and economic loss will continue to increase, along with the time required to recover. How do cities prepare for and recover from natural disasters? In this book, the authors provide a broad overview of the issues related to the impacts of disasters on cities around the world, from assessing risks to accounting for damages. The comparative approach across different types of disasters in a range of urban locations is useful in identifying opportunities for policy transfer. While there is no ’one size fits all’ solution to hazard mitigation, valuable lessons can be learned from the experiences of others. The chapters emphasize different modes for assessing hazard risk, as well as strategies for increasing the resiliency of vulnerable populations.

The San Francisco Bay Area is in the midst of a housing crisis, which has been exacerbated by the growth of high-income earners, slow housing construction, and a historic transfer of property ownership facilitated by the foreclosure crisis. This has resulted in the rapid displacement of low- and moderate-income communities, particularly those of color. The displacement of these communities is set to accelerate with “the Big One,” an inevitable massive earthquake expected to hit California. Investments in hazard mitigation and disaster response will help to lessen impact, but the reality is that large-scale disasters will cause devastation, especially on low-income communities of color, no matter how much preparation. Knowing that natural disasters are increasing, and that central cities will move to rebuild, what opportunities do disasters present to reshape the post-disaster city of the future, and where do these opportunities create space to advance affordable housing? Through the theories of the “Right to the City” and the “Shock Doctrine,” I explore the political, spatial, and economic opportunities that disasters create within the housing market, the tensions in recovery, and the power dynamics that determine who benefits from disaster resilience. By creating a “blank canvas” on which to develop new uses, facilitating changes in land ownership, and drawing on an influx of institutional funding for development projects, disasters can be catalysts for reshaping the city. I introduce the community land trust (CLT) model as a strategy uniquely suited to use these opportunities to address displacement and encourage wealth building, both today and in post-disaster scenarios. Using cases from CLTs in Houston and the Florida Keys, I examine the opportunities and challenges of CLT post-disaster expansion. I conclude by recommending planning processes for Bay Area cities and communities to pursue in preparation for advancing the right to the post-disaster city.

Pre-earthquake prevention and post-earthquake reconstruction effect the disaster resilience building and long-term development of the affected communities and areas. In recent years, researchers from around the world have made a lot of efforts to study on the theme ‘earthquake disaster prevention and reconstruction’. The chapters in this edited volume contribute to the literature of earthquake disaster research from scientific, social and institutional aspects. These interdisciplinary studies mainly focus on human and policy dimensions of earthquake disaster, such as earthquake risk mitigation, social-physical resilience building, resilience capability assessment, healthcare surge capacity, house reconstruction, the roles of schools, households, civil societies and public participation in earthquake disaster prevention and reconstruction.
