This book represents a serious attempt to develop new strategies to manage the ethnic conflicts that continue to undermine Nigeria's efforts at democratic consolidation. Case studies discuss the socio- economic and political dynamics that fuel ethnic conflicts; highlight the limitations to their management; and propose civil society approaches. The book is organised into three parts. The first analyses basic concepts at play, such as ethnicity and ethnic conflict, specifically in the Nigerian context, and against the background of the position of civil society and development in the country. The second part comprises six case studies spread across Nigeria's six geo-political regions. The third section concentrates on the critical issue of civil society empowerment, and proposes ways to enhance its creative participation in the country's development.

The autocratic regime of Sani Abacha (1993-1998) stands out as a watershed in the history of independent Nigeria. Nigeria's darkest years since the civil war resulted from his unrestrained personal rule; very close to the features associated with warlordism. Nepotism, corruption, violation of human rights, procrastination over the implementation of a democratic transition, and the exploitation of ethnic, cultural or religious identities, also resulted in the accumulation of harshly repressed frustrations. In this book, some distinguished scholars, journalists and civil society activists examine this process of democratic recession, and its institutional, sociological, federal and international ramifications. Most of the contributions were originally presented at a seminar organized by the Centre d'Etude d'Afrique Noire (CEAN) in Bordeaux.

In this comprehensive study, 15 African experts describe and analyse the military budgetary processes and degree of parliamentary oversight and control in nine countries of Africa, spanning across all the continent's sub-regions. Each case study addresses a wide range of questions, such as the roles of the ministries of finance, budget offices, audit departments and external actors in the military budgetary processes, the extent of compliance with standard public expenditure management procedures, and how well official military expenditure figures reflect the true economic resources devoted to military activities in these countries.

The book argues that in order to better understand the undercurrents of the Niger Delta conflict, it is imperative to analyse the dynamics of choice in terms of the distinct courses of action taken by the Ogoni and Ijaw. Given the similar structural constraints, the author considers why the Ogoni adopted nonviolent resistance, and the Ijaw violent resistance. This book is divided into seven chapters starting with an introduction to oil and political violence in African conflicts, and includes a synoptic overview of four other resource-rich countries in Africa. Theoretical and conceptual underpinnings of conflict are then presented with the aim of situating the Niger Delta conflicts within the wider conflict literature. Chapter Three concentrates the discussion on the Nigerian Niger Delta, outlining the core issues at the centre of the contestations. The following three chapters offer an in-depth empirical analysis on the interaction between the narratives on nonviolence versus violence, the nature of leadership styles, and the organisation of the Ogoni and Ijaw movements along with a concluding chapter.

Nigeria¿s future as a unified state is in jeopardy. Those who make or execute U.S. policy will find it difficult to advance U.S. interests in Africa without an understanding of the pressures that tear and bind Nigeria. Despite this, the centrifugal forces that tear at the country and the centripetal forces that have kept it whole are not well understood and rarely examined. After establishing Nigeria¿s importance to the United State as a cohesive and functioning state, this monograph examines the historic, religious, cultural, political, physical, demographic, and economic factors that will determine Nigeria¿s fate. It identifies the specific fault lines along which Nigeria may divide. It concludes with practical policy recommendations for the United States to support Nigerians in their efforts to maintain a functioning and integrated state, and, by so doing, advance U.S. interests.

In the cataclysmic decade that is the focus of this book, Nigeria was subject to several near-death experiences. These began when the country nearly tore itself apart after the northern-led military government annulled the results of a 1993 presidential election won by the southerner Moshood Abiola, and ended with former military ruler General Olusegun Obasanjo being the unlikely conduit of democracy. This mini-history of a nation's life also reflects on three mesmerizing protagonists who personified that era. First up is Abiola: the multi-billionaire businessman who had his election victory voided by the generals who made him rich, and who was later assassinated. General Sani Abacha was the mysterious, reclusive ruler under whose watch Abiola was arrested and pro-democracy activists (including Abiola's wife) were murdered. He also oversaw a terrifying Orwellian state security operation. Although Abacha is today reviled as a tyrant, the author eschews selective amnesia, reminding Nigerians that they goaded him into seizing power. The third protagonist is Obasanjo, who emerged from prison to return to power as an elected civilian leader. The penumbra of military rule still looms over Nigeria nearly twenty years after the soldiers departed, and key personalities featured in this book remain in government, including the current president.

The political economy problems of Nigeria, the root cause for ethnic, religious, political and economic strife, can be in part addressed indirectly through focused contributions by the U.S. military, especially if regionally aligned units are more thoroughly employed.
