Since the mid-1960s it has been apparent that authoritarian regimes are not necessarily doomed to extinction as societies modernize and develop, but are potentially viable (if unpleasant) modes of organizing a society's developmental efforts. This realization has spurred new interest among social scientists in the phenomenon of authoritarianism and one of its variants, corporatism.The sixteen previously unpublished essays in this volume provide a focus for the discussion of authoritarianism and corporatism by clarifying various concepts, and by pointing to directions for future research utilizing them. This book addresses the causes, effects, and dynamics of political corruption in Mexico. Systematic analysis of corruption is critical to a better understanding of the politics of Mexico, and despite the many conceptual and methodological obstacles, the importance of the subject matter demands treatment. Morris's work should therefore be seen not as definitive, but as an initial step in understanding a central dimension of Mexican politics. Corruption, as a topic of research, invites certain misunderstandings, as it is a broad concept conveying a variety of moral connotations. This inquiry into political corruption is not intended to depict the Mexican people or society as any less or more moral than others. The study draws on extensive content analysis of news reports from the Mexican press, a public opinion poll conducted in 1986, and personal interviews. The objective is not to expose scandals and wrongdoing by Mexican officials, name names, or point fingers; it is an academic endeavor. The author discusses scandals and gives examples of corruption for illustrative purposes, but his analysis is more theoretical than anecdotal. He questions whether in fact corruption has enhanced or diminished the stability of the Mexican government, and examines the reasons for the failure of many anti-corruption efforts.

How do governments make key decisions on vital economic questions of national importance? Can they advance the national interest on issues that are highly politicized? How do they respond to competing pressures from the international and domestic environments? Forming Economic Policy explores these and other questions in Canada and Mexico, two very different countries which share a common vulnerability to the world economy. Using the case of energy, the book argues that policymakers will address the national interest, but only episodically with the onset of major national crises that invoke a higher and sustained sense of national priorities. These crises are frequently induced by the interaction of domestic and foreign political and economic forces. The conclusions are surprising. Despite profound political and economic differences between these two countries, policymakers have behaved in remarkably similar ways when arriving at key policy decisions. The explanation – which integrates two competing views of politics, the pluralist and the statist – has important implications with regard to the political processes in those states which, like Canada and Mexico, are exposed to the world economy and face problems of political legitimacy at home.
