This report discusses the implications of funding and staff arrangements for the autonomy, agility, accountability and transparency of regulators in the energy, e-communications, transport and water sectors. It identifies trends, challenges, opportunities and good practices, drawing upon survey responses from 57 economic regulators across 31 countries.

As “market referees”, regulators contribute to the delivery of essential public utilities. Their organisational culture, behaviour, actions and governance are important factors in how they, and the sectors they oversee, perform. The OECD Performance Assessment Framework for Economic Regulators (PAFER) looks at the institutions, processes and practices that can create an organisational culture of performance and results. This report uses PAFER to assess both the internal and external governance of Brazil’s National Agency for Water and Basic Sanitation (ANA). The review offers recommendations for the regulator to build upon its strong technical reputation and good practices. It proposes an integrated set of recommendations to help ANA best fulfil its roles relating to water resource management and water-use regulation, dam safety, and water supply and sanitation.

Regulators act as “market referees”, balancing the often-competing interests of stakeholders such as governments, current and future actors in the markets, and consumers. At the same time, markets are rapidly changing due to new technologies, the international drive toward carbon-neutral economies, and, more recently, the COVID-19 pandemic and energy and cost-of-living crises. Continuously assessing the performance of economic regulators is thus important to ensure regulators continue to perform in a changing context. This second progress review evaluates the changes made by Latvia’s Public Utilities Commission over the last three years to implement 2016 OECD recommendations, following a first progress review in 2021. The review tracks progress and provides advice on how to increase the effectiveness of regulatory activities and, ultimately, improve outcomes for consumers and the economy.

Low-emission hydrogen is expected to play an important role in the energy transition to tackle the climate crisis. It can decarbonate “hard-to-abate” sectors still relying on fossil fuels, turn low-carbon electricity into a fuel that can be transported using pipelines and provide a green transport alternative, in particular for heavy-duty and long-distance transport.

The 2023 edition of Government at a Glance provides a comprehensive overview of public governance and public administration practices in OECD Member and partner countries. It includes indicators on trust in public institutions and satisfaction with public services, as well as evidence on good governance practices in areas such as the policy cycle, budgeting, public procurement, infrastructure planning and delivery, regulatory governance, digital government and open government data.

The pace and scope of emerging technologies are creating a sea change for governments and for regulators. This report brings together case studies submitted by members of the OECD Network of Economic Regulators that highlight how regulators have analysed and tackled these issues.

The 2021 edition includes input indicators on public finance and employment; process indicators include data on institutions, budgeting practices, human resources management, regulatory governance, public procurement, governance of infrastructure, public sector integrity, open government and digital government. Outcome indicators cover core government results (e.g. trust, political efficacy, inequality reduction) and indicators on access, responsiveness, quality and satisfaction for the education, health and justice sectors.

Given the risk of unexpected pitfalls, countries will need to strengthen prudential oversight.

Advanced aerial mobility is a newly emerging industry that aims to develop and operate new air vehicles potentially capable of safe, reliable, and low-noise vertical flight. The world has seen a recent increase in the adoption of electric vertical lift aircraft for urban, suburban and rural operations. These new innovations and technologies change the way that we move cargo and people, affecting industries across the economy. These changes will challenge today's airspace monitoring systems and regulatory environment. The U.S. government and its regulatory agencies need technical guidance to facilitate the development of these technologies, and to create the regulatory framework to foster the growth of this vertical flight industry to the benefit of the aviation industry. Advancing Aerial Mobility evaluates the potential benefits and challenges associated with this emerging industry. This report provides recommendations that seek to foster an environment in which the nation can maintain its leading position in developing, deploying, and embracing these new technologies. This publication presents a national vision for advanced aerial mobility, market evolution, and safety and security management.
