The global implications of China's rise as a global actor In 2005, a senior official in the George W. Bush administration expressed the hope that China would emerge as a “responsible stakeholder” on the world stage. A dozen years later, the Trump administration dramatically shifted course, instead calling China a “strategic competitor” whose actions routinely threaten U.S. interests. Both assessments reflected an underlying truth: China is no longer just a “rising” power. It has emerged as a truly global actor, both economically and militarily. Every day its actions affect nearly every region and every major issue, from climate change to trade, from conflict in troubled lands to competition over rules that will govern the uses of emerging technologies. To better address the implications of China's new status, both for American policy and for the broader international order, Brookings scholars conducted research over the past two years, culminating in a project: Global China: Assessing China's Growing Role in the World. In this major new study, Prasenjit Duara expands his influential theoretical framework to present circulatory, transnational histories as an alternative to nationalist history. Duara argues that the present day is defined by the intersection of three global changes: the rise of non-western powers, the crisis of environmental sustainability and the loss of authoritative sources of what he terms transcendence - the ideals, principles and ethics once found in religions or political ideologies. The physical salvation of the world is becoming - and must become - the transcendent goal of our times, but this goal must transcend national sovereignty if it is to succeed. Duara suggests that a viable foundation for sustainability might be found in the traditions of Asia, which offer different ways of understanding the relationship between the personal, ecological and universal. These traditions must be understood through the ways they have circulated and converged with contemporary developments.

In recent years, historians across the world have become increasingly interested in transnational and global approaches to the past. However, the debates surrounding this new border-crossing movement have remained limited in scope as theoretical exchanges on the tasks, responsibilities and potentials of global history have been largely confined to national or regional academic communities. In this groundbreaking book, Dominic Sachsenmaier sets out to redress this imbalance by offering a series of new perspectives on the global and local flows, sociologies of knowledge and hierarchies that are an intrinsic part of historical practice. Dissident ethnic movements are not only a challenge to the existing hegemonic power, but they also produce an alternative closed society based on different ethnic imagination. Instead of taking the armed PKK movement as a pure resistant, this book approaches contemporary Kurdish nationalism led by the PKK as a counter-hegemonic with a narrative that entails the emergence of a new kind of identity and sense of belonging, through which the PKK has been able to exercise its power. Focusing on Chinese elite women as a special socio-political group, this book places the sophisticated networks they formed in the shifting geographical, social, cultural and political spaces of wartime China, where their political engagement, knowledge-making, and network-building in support of 'national resistance and reconstruction' (kangzhan jianguo) unfolded. By examining the emergence, development, integration, and transformation of these networks as an unsettled, fragmented process - a process that lasted through the extended wars and upheavals in China from the 1930s to the 1950s and that moves beyond party ideologies and geopolitical borders, the book seeks to explore the dynamics of war, politics, and gender in the broader context of the Second World War.

Concepts of historical progress or decline and the idea of a cycle of historical movement have existed in many civilizations. In spite of claims that they be transnational or even universal, periodization schemes invariably reveal specific social and cultural predispositions. Our dialogue, which brings together a Sinologist and a scholar of early modern History in Europe, considers periodization as a historical phenomenon, studying the case of the “Renaissance.” Understood in the tradition of J. Burckhardt, who referred back to ideas voiced by the humanists of the 14th and 15th centuries, and focusing on the particularities of humanist dialogue which informed the making of the “Renaissance” in Italy, our discussion highlights elements that distinguish it from other movements that have proclaimed themselves as “r/Renaissances,” studying, in particular, the Chinese Renaissance in the early 20th century. While disagreeing on several fundamental issues, we suggest that interdisciplinary and interregional dialogue is a format useful to addressing some of the more far-reaching questions in global history, e.g. whether and when a periodization scheme such as “Renaissance” can fruitfully be applied to describe non-European experiences.
