At the request of the Deputy Assistant Secretary of the Army for Research and Technology, Powering the U.S. Army of the Future examines the U.S. Army's future power requirements for sustaining a multi-domain operational conflict and considers to what extent emerging power generation and transmission technologies can achieve the Army's operational power requirements in 2035. The study was based on one operational usage case identified by the Army as part of its ongoing efforts in multi-domain operations. The recommendations contained in this report are meant to help inform the Army's investment priorities in technologies to help ensure that the power requirements of the Army's future capability needs are achieved.

Who are the future members of the Army profession and how is their competence to be certified to their client, the American people? This is a contemporary analysis of the Army profession, its knowledge and expertise, with conclusions and policy recommendations.

Advances and major investments in the field of neuroscience can enhance traditional behavioral science approaches to training, learning, and other applications of value to the Army. Neural-behavioral indicators offer new ways to evaluate how well an individual trainee has assimilated mission critical knowledge and skills, and can also be used to provide feedback on the readiness of soldiers for combat. Current methods for matching individual capabilities with the requirements for performing high-value Army assignments do not include neuropsychological, psychophysiological, neurochemical or neurogenetic components; simple neuropsychological testing could greatly improve training success rates for these assignments. Opportunities in Neuroscience for Future Army Applications makes 17 recommendations that focus on utilizing current scientific research and development initiatives to improve performance and efficiency, collaborating with pharmaceutical companies to employ neuropharmaceuticals for general sustainment or enhancement of soldier performance, and improving cognitive and behavioral performance using interdisciplinary approaches and technological investments. An essential guide for the Army, this book will also be of interest to other branches of military, national security and intelligence agencies, academic and commercial researchers, pharmaceutical companies, and others interested in applying the rapid advances in neuroscience to the performance of individual and group tasks.

This report surveys opportunities for future Army applications in biotechnology, including sensors, electronics and computers, materials, logistics, and medical therapeutics, by matching commercial trends and developments with enduring Army requirements. Several biotechnology areas are identified as important for the Army to exploit, either by direct funding of research or by indirect influence of commercial sources, to achieve significant gains in combat effectiveness before 2025.

The defense debate tends to treat Afghanistan as either a revolution or a fluke: either the "Afghan Model" of special operations forces (SOF) plus precision munitions plus an indigenous ally is a widely applicable template for American defense planning, or it is a nonreplicable product of local idiosyncrasies. In fact, it is neither. The Afghan campaign of last fall and winter was actually much closer to a typical 20th century mid-intensity conflict, albeit one with unusually heavy fire support for one side. And this view has very different implications than either proponents or skeptics of the Afghan Model now claim. Afghan Model skeptics often point to Afghanistan's unusual culture of defection or the Taliban's poor skill or motivation as grounds for doubting the war's relevance to the future. Afghanistan's culture is certainly unusual, and there were many defections. The great bulk, however, occurred after the military tide had turned not before-hand. They were effects, not causes. The Afghan Taliban were surely unskilled and ill-motivated. The non-Afghan al Qaeda, however, have proven resolute and capable fighters. Their host's collapse was not attributable to any al Qaeda shortage of commitment or training. Afghan Model proponents, by contrast, credit precision weapons with annihilating enemies at a distance before they could close with our commandos or indigenous allies. Hence the model's broad utility: with SOF-directed bombs doing the real killing, even ragtag local militias will suffice as allies. All they need do is screen U.S. commandos from the occasional hostile survivor and occupy the abandoned ground thereafter. Yet the actual fighting in Afghanistan involved substantial close combat. Al Qaeda counterattackers closed, unseen, to pointblank range of friendly forces in battles at Highway 4 and Sayed Slim Kalay.

This book describes how future Army forces, as part of joint, interorganizational, and multinational efforts, operate to accomplish campaign objectives and protect U.S. national interests. It describes the Army's contribution to globally integrated operations, and addresses the need for Army forces to provide foundational capabilities for the Joint Force and to project power onto land and from land across the air, maritime, space, and cyberspace domains. The Army Operating Concept guides future force development through the identification of first order capabilities that the Army must possess to accomplish missions in support of policy goals and objectives.

Comparing U.S. Army Systems with Foreign Counterparts: Identifying Possible Capability Gaps and Insights from Other Armies provides the U.S. Army's Force Development and others an opportunity to contrast selected U.S. Army systems and capabilities with comparable foreign weapons. The sponsor of the research, G-8, Headquarters, Department of the Army, was interested in gaining insights into how various U.S. Army systems compared with similar foreign counterparts in order to identify possible capability gaps, as well as good ideas that other armies might have that the U.S. Army could consider adopting. Based on the time and resources that were available, the research focused on armored fighting vehicles, helicopters, rocket and cannon artillery, and various logistics platforms. The armies that were selected for the comparisons included U.S. allies as well as potential future opponents. The organizing principle for the research was the Army's warfighting functions. These functions include movement and maneuver (air and ground), intelligence, fires (indirect), sustainment, mission command, and protection. The comparison of the Army's systems with their foreign counterparts was performed within this framework. The primary data used to develop comparisons were the on-the-record attributes of a system, such as the range of weapons and the munitions they fire, weight and protection levels of vehicles, carrying capacity of vehicles either in terms of numbers of personnel or cargo, and range and payload characteristics of helicopters. In addition to performing direct system-to-system comparisons, the research was able to identify crosscutting insights and issues that spanned several of the warfighting functions.

The American people expect their Army to be trained and ready whenever called upon to achieve national objectives. In an increasingly complex world with an increasing array of diverse threats at home and abroad, America's Army must possess a wide range of capabilities to fulfill its myriad missions. However, even as the demand for Army forces expands and diversifies, the fiscal resources necessary to meet that demand have declined and will remain challenging for several years. This tension between growing requirements and fewer resources not only creates national-level risk, it also has resulted in some unhealthy competitive tension among the Army's components, especially between the Regular Army and the Army National Guard. In large part, these factors, plus the Army's proposal, endorsed by the Department of Defense, to consolidate all Apache aircraft in the Regular Army, prompted the Congress to establish the National Commission on the Future of the Army (NCFA). This book provides a background, discusses the National Commission's Report to the President and the Congress of the United States regarding the future of the Army.
