The Gulf is in the first rank of potential global flashpoints. It is the largest market for weapons imports in the world, and is considered to be a vital interest of all the great powers. Iran is viewed as an expansionist threat by the Arab states of the Gulf, who have built considerable militaries in a historically short timeframe. Security in the Gulf, however, is a complicated matter. The Arab states of the Gulf have pursued different defense policies as well as different ways of building up their forces. In some instances, the establishment of a strong military is not just a way to ensure security, but also a way to build a national identity. In other cases, great powers (such as the United States) seek to promote cooperation between the Arab Gulf militaries as an interim step to promote political reform and integration. The essays in this volume examine a broad range of issues in Gulf security. Security is a complex and subjective matter--the various perspectives in this volume combine to form a holistic view of a challenging and evolving topic.

The United States is the single largest arms supplier to the Middle East and has been for decades. The Trump administration appears poised to increase exports to this region further. In March 2017 President Trump reversed the Obama administration's policy of tying exports to some partners to progress on human rights.

For this study, a group of Russian authors were commissioned to describe and assess the arms trade policies and practices of Russia under new domestic and international conditions. The contributors, drawn from the government, industry, and academic communities, offer a wide range of reports on the political, military, economic, and industrial implications of Russian arms transfers, as well as specific case studies of key bilateral arms transfer relationships.

For a variety of contributing factors, the defense and security status of the Gulf region is facing a dilemma between the maintenance of regional security and the preservation of domestic security interests. This dilemma stems from the perceived decline of U.S. influence and lingering consequences of the Arab Spring movements. Divisions and armed conflicts, both within the Gulf itself and the surrounding region are a result of this changing political order and the ascension of many of the Gulf states on the international scene. These evolving dynamics will set in motion various defense and security consequences for the Gulf and the greater Middle East which are addressed in this edited volume. With contributions from practitioners as well as academics, this book will be a vital resource for both researchers and policymakers.

Armies of Arabia is the first book to comprehensively analyze the armed forces of the Gulf monarchies. Zoltan Barany explains the conspicuous ineffectiveness of Gulf militaries with a combination of political-structural and sociocultural factors. Following a brief exposition on their historical evolution, he explores the region's six armies of the region comparatively, through the lenses of military politics, sociology, economics, and diplomacy. The book'sthemes come together in the last chapter that critically evaluates the Saudi and Emirati armed forces' record in the on-going war in Yemen.

The six monarchies on the Arabian Peninsula have devoted enormous sums to defense in past decades. Nevertheless, the gap between their expensive armaments and their capacity to deter aggression and/or project military strength has narrowed but little in that time. This Element takes a political economy approach and argues that structural factors inherent in the Gulf states' political systems prohibit civilian oversight of the defense sector and are responsible for this outcome. Lax restraints on military outlays, in turn, enable widespread corruption, lead to large-scale waste, and account for the purchasing of unneeded, unsuitable, and incompatible weapons systems. The Element explores the challenges caused by plummeting oil prices and the resulting budget cuts and considers the development of domestic defense industries in Saudi Arabia and the UAE, intended as a part of their economic diversification program. The setbacks of the Saudi-led coalition's on-going war in Yemen starkly illustrate the narrative.

The UAE¿s relatively open borders, economy, and society have won praise from advocates of expanded freedoms in the Middle East while producing financial excesses, social ills such as prostitution and human trafficking, and relatively lax controls on sensitive technologies acquired from the West.
