Synopsis Strengthening Domestic Resource Mobilization in Southeast Asia by : Asian Development Bank

This report shows why Southeast Asian countries need to consider tax reforms after many struggled to finance massive public expenditure programs to combat COVID-19. The second in a four-part series, the report considers the impact of COVID-19 on Cambodia, Indonesia, Myanmar, the Philippines, and Thailand to lay out steps policymakers can take to create healthier fiscal spaces. It illustrates challenges faced around informality, tax collection, compliance, and progressivity. It emphasizes how preventing fraud, taxing wealth, and introducing environmental levies can help reduce poverty, tackle inequality, and contribute toward more sustainable growth. It is therefore crucial to understand the required policy responses as well as potential technologies that could help expand the tax base, increase tax compliance, and ease the process of paying taxes.

Synopsis Strengthening Domestic Resource Mobilization by : Raul Felix Junquera-Varela

Public spending plays a key role in the economic growth and development of most developing economies. This book analyzes revenues, policy, and administration of Domestic Resource Mobilization (DRM) in developing countries. It provides a broad landscape of practical examples, drawing from lessons learned in World Bank operations across Global Practices over the past several decades. It should be thought of as a starting point for a more comprehensive research agenda rather than a complete inventory itself. This book reviews the trends in tax revenue collection in developing countries. It provides an overview of efforts to close the revenue gap, many of which have been supported by World Bank operations. The book reviews the special challenges facing low income countries, which have traditionally relied on indirect revenues in the context of limited formalization of their economies. An overview of tax policy and administration reform programs is presented, with an overview of outstanding issues that will shape the policy agenda in years ahead.

Synopsis Infrastructure for a Seamless Asia by : Asian Development Bank

This study examines major challenges and issues associated with developing regional infrastructure through the fostering of regional cooperation in Asia, and provides a framework for pan-Asian infrastructure cooperation. The study's long-term vision is the creation of a seamless Asia (an integrated region connected by world-class, environmentally friendly infrastructure) in terms of both "hard" (physical) and "soft" (facilitating) infrastructure. The soft part supports the development and operation of the hard component. Findings indicate that the benefits of upgrading and extending Asia's infrastructure networks are substantial, and that all countries in the region would benefit. A logistics network is only as good as its weakest link; each country in a regional supply chain gains from infrastructure improvements made in others. Improving connectivity in the region would bring Asia large welfare gains through increased market access, reduced trade costs, and more efficient energy production and use. According to the study, to achieve this Asia needs to invest approximately $8 trillion in overall national infrastructure between 2010 and 2020. In addition, Asia needs to spend approximately $290 billion on specific regional infrastructure projects in transport and energy that are already in the pipeline

Synopsis Southeast Asia Rising from the Pandemic by : Asian Development Bank

This publication offers a comprehensive regional-level analysis of Southeast Asia’s fragile recovery from the coronavirus disease (COVID-19) that damaged some core economic drivers and sank millions into poverty. It gives a rundown of how eight Southeast Asian countries have dealt with the pandemic and are now beginning to recover. It looks at how countries have reshaped their economies to cope with the crisis and considers the impact of job losses as COVID-19 sent development gains into reverse. Against a backdrop of global economic headwinds and looming climate change, it offers a range of recommendations for how policymakers can best weave lessons from the pandemic into their drive for a resilient and inclusive recovery.
