This book brings to fruition the research done during the CEA-ISCTE project ‘’Monitoring Conflicts in the Horn of Africa’’, reference PTDC/AFR/100460/2008. The Portuguese Foundation for Science and Technology (FCT) provided funding for this project. The chapters are based on first-hand data collected through fieldwork in the region’s countries between 4 January 2010 and 3 June 2013. The project’s team members and consultants debated their final research findings in a one-day Conference at ISCTE-IUL on 29 April 2013. Why is the Horn such a distinctive part of Africa? This book, by one of the foremost scholars of the region, traces this question through its exceptional history and also probes the wildly divergent fates of the Horn’s contemporary nation-states, despite the striking regional particularity inherited from the colonial past. Christopher Clapham explores how the Horn’s peculiar topography gave rise to the Ethiopian empire, the sole African state not only to survive European colonialism, but also to participate in a colonial enterprise of its own. Its impact on its neighbours, present-day Djibouti, Eritrea, Somalia and Somaliland, created a region very different from that of post-colonial Africa. This dynamic has become all the more distinct since 1991, when Eritrea and Somaliland emerged from the break-up of both Ethiopia and Somalia. Yet this evolution has produced highly varied outcomes in the region’s constituent countries, from state collapse (and deeply flawed reconstruction) in Somalia, through militarised isolation in Eritrea, to a still fragile ‘developmental state’ in Ethiopia. The tensions implicit in the process of state formation now drive the relationships between the once historically close nations of the Horn.

This book examines post-secession and post-transition state building in Somaliland, Somalia, South Sudan and Sudan. It explores two intimately linked, yet analytically distinct themes: state building and national identity reconstruction following secession and collapse. In Somaliland and South Sudan, rearranging the state requires a complete metamorphosis of state institutions so that they respond to the needs and interests of the people. In Sudan and Somalia, the reconfiguration of the remains of the state must address a new reality and demands on the ground. All four cases examined, although highly variable, involve conflict. Conflict defines the scope, depth and momentum of the state building and state reconstruction process. It also determines the contours and parameters of the projects to reconstitute national identity and rebuild a nation. Addressing the contested identity formation and its direct relation to state building would therefore go a long way in mitigating conflicts and state crisis.

Borders offer opportunities as well as restrictions, and in the Horn of Africa they are used as economic, political, identity and status resources by borderland peoples. State borders are more than barriers. They structure social, economic and political spaces and as such provide opportunities as well as obstacles for the communities straddling both sides of the border. This book deals with the conduits and opportunities of state borders in the Horn of Africa, and investigates how the people living there exploit state borders through various strategies. Using a micro level perspective, the case studies, which includethe Horn and Eastern Africa, particularly the borders of Djibouti, Eritrea, Ethiopia, Sudan, Somalia, Kenya, Uganda and Tanzania, focus on opportunities, highlight the agency of the borderlanders, and acknowledge the permeabilitybut consequentiality of the borders. 8. What Can Be Done

Increased tensions along the Ethiopian- Eritrean border —in a context of internal political turmoil in Ethiopia, increasing political repression in Eritrea, and recent developments in Somalia —raise concerns of expanding instability in the strategically important Horn of Africa. Avoiding Conflict in the Horn of Africa urges the United States to take the risks and spend the resources necessary to resolve the Ethiopia-Eritrea border conflict and thereby reduce tension in the region. It argues that Washington should pressure Ethiopia to demarcate the border and Eritrea to lift restrictions on the UN peacekeeping mission that monitors the border. Washington must also make clear to both countries the costs of continuing to suppress internal dissent —and highlight the benefits of initiating real internal reform and regional cooperation. In addition, the administration should be prepared to cut bilateral assistance programs and enact sanctions if political conditions deteriorate further. Finally, the United States, international donors, and organizations should support long-term peace-building initiatives.

Host to great ancient civilizations, diverse peoples, and expansive states, the region has experienced massive social, economic, and political transformations which have given rise to military coups, revolutions and intractable ethnic, socio-economic, and religious conflicts.
