Synopsis Reducing the Odds by : National Research Council
Thousands of HIV-positive women give birth every year. Further, because many pregnant women are not tested for HIV and therefore do not receive treatment, the number of children born with HIV is still unacceptably high. What can we do to eliminate this tragic and costly inheritance? In response to a congressional request, this book evaluates the extent to which state efforts have been effective in reducing the perinatal transmission of HIV. The committee recommends that testing HIV be a routine part of prenatal care, and that health care providers notify women that HIV testing is part of the usual array of prenatal tests and that they have an opportunity to refuse the HIV test. This approach could help both reduce the number of pediatric AIDS cases and improve treatment for mothers with AIDS. Reducing the Odds will be of special interest to federal, state, and local health policymakers, prenatal care providers, maternal and child health specialists, public health practitioners, and advocates for HIV/AIDS patients. Synopsis Screening of Newborns for Congenital Hypothyroidism by : Bradford L. Therrell
Congenital hypothyroidism, when undiagnosed or if there is a lack of proper treatment management, results in an unnecessary health, economic and social burden. Formalized screening programs to detect congenital hypothyroidism in newborn infants, and its timely treatment, can prevent lifelong human suffering caused by severe mental retardation. With the involvement of the IAEA, such screening programs have been introduced successfully in a large number of countries. However, in many other countries such programs have not yet been established. This publication is intended to assist these countries in establishing and sustaining a comprehensive screening system for newborns, and draws on experience gained over more than a decade. It provides information for making sound screening policy decisions and describes how a newborn screening system should be set up, offering guidance on assessing the quality of the system. The intended result is that more successful programs will be established, bringing about a significant improvement in child health care worldwide.--Publisher's description.

Synopsis Empowerment Evaluation Principles in Practice by : David M. Fetterman
What principles should guide an empowerment evaluation? And how can these principles actually be put into practice? One of the primary tasks in an empowerment evaluation (EE) is to increase the capacity of program stakeholders to plan, implement, and evaluate their own programs. This book presents the most current formulation of the 10 principles of EE and provides professionals and students with the tools to put these principles into practice. Through case studies of diverse evaluation projects--including community health foundation initiatives, school district programs, and a $15 million corporate program aimed at bridging the digital divide--the founder and leading proponents of EE clarify key concepts and discuss important lessons learned. Coverage includes how to balance program improvement efforts with accountability requirements; how EE can be used to guide standards-based work; how to use EE in a learning organization; the differences among empowerment, collaborative, and participatory evaluation; and much more.

This handbook was designed to provide up-to-date and practical guidance on national health planning and strategizing for health. It establishes a set of best practices to support strategic plans for health and represents the wealth of experience accumulated by WHO on national health policies, strategies, and plans (NHPSPs). WHO has been one of the leading organizations to support countries in the development of NHPSPs. The focus on improving plans has grown in recent years in recognition of the benefits of anchoring a strong national health sector in a written vision based on participation, analysis, and evidence.
