The first part of the book critically engages with the literature on Europeanisation, the EU’s gender policies and gender policymaking, and the interaction between Europeanisation and gender policies to argue that the Europeanisation framework falls short in devising sustainable gender policies due to a lack of feminist rationale and theory. Examining the rise of global women's human rights and their interpretation and application to Turkey, Nüket Kardam provides an in-depth study that applies global norms - including women's empowerment, overcoming violence against women, and gender and good governance - to a specific locale in order to examine events post application. The volume examines whether a gender equality regime exists and looks into the Turkish attempt at compliance. Moreover, it analyzes the tension between abstract universalism, Western enlightenment values, and local values and identities, including the role of Islam regarding women's rights. This groundbreaking study also includes research on the women's movement in Turkey, its discourses and its relationship with the state from the 1980s onwards, during which time multilateral and bilateral donors, and the European Union came to exert more influence, and new civil society partnerships were formed with the state.

Winner of the 2021 Suraj Mal and Shyama Devi Agarwal Book Prize This book provides a socio-economic examination of the status of women in contemporary Turkey, assessing how policies have combined elements of neoliberalism and Islamic conservatism. Using rich qualitative and quantitative analyses, Women in Turkey analyses the policies concerning women in the areas of employment, education and health and the fundamental transformation of the construction of gender since the early 2000s. Comparing this with the situation pre-2000, the authors argue that the reconstruction of gender is part of the reshaping of the state–society relations, the state–business relationship, and the cultural changes that have taken place across the country over the last two decades. Thus, the book situates the Turkish case within the broader context of international development of neoliberalism while paying close attention to its idiosyncrasies. Adopting a political economy perspective emphasizing the material sources of gender relations, this book will be useful to students and scholars of Middle Eastern politics, political Islam and Gender Studies.

This study is an effort to reveal how patriarchy is embedded in different societal and state structures, including the economy, juvenile penal justice system, popular culture, economic sphere, ethnic minorities, and social movements in Turkey. All the articles share the common ground that the political and economic sphere, societal values, and culture produce conservatism regenerate patriarchy and hegemonic masculinity in both society and the state sphere. This situation imprisons women within their houses and makes non-heterosexuals invisible in the public sphere, thereby preserving the hegemony of men in the public sphere by which this male-dominated mentality or namely hegemonic masculinity excludes all forms of others and tries to preserve hierarchical structures. In this regard, the citizenship and the gender regime bound to each other function as an exclusion mechanism that prevents tolerance and pluralism in society and the political sphere.

Turkey has experienced growth in both the population and the workforce. However, female participation in the workforce in Turkey is extremely low, largely due to financial dependency and lack of higher education. The authors argue that greater research is needed to improve the economic position of women throughout the country, and this remains a challenge that must be fixed both culturally and socioeconomically. The book explores the significant gap between policy advancements, actual practices, and the impact of regional variety in the cultural structure. The authors suggest that this in turn has affected Turkey’s ability to implement changes and reform. Reform must allow women to pursue changes that will give them greater financial flexibility and freedom within the country. The authors demonstrate the concept and framework for women’s empowerment and explore the need for this. This book seeks to discuss the approaches and strategies for empowering women by outlining the strategies, policies and tools that women are using for their empowerment focusing on Turkey while comparing with other countries worldwide. It also brings several issues to the forefront such as equality treatment, political participation, social issues, the gender pay gap, the glass ceiling and gender (in)equality, the migration effect and education. Offering a multi-disciplinary exploration of the relationship and connection between employment, national policies, migration economies, entrepreneurialism and gender in present Turkey, this book is an invaluable contribution to the existing literature surrounding Turkish gender studies and will be of interest to both scholars and experts in the field.

Both Russia and Turkey were pioneering examples of feminism in the early 20th Century, when the Bolshevik and Republican states embraced an ideology of women's equality. Yet now these countries have drifted towards authoritarianism and the concept of gender is being invoked to reinforce tradition, nationalism and to oppose Western culture. Gökten Dogangün's book explores the relationship between the state and gender equality in Russia and Turkey, covering the Bolshevik Revolution of 1917 and the Republican Revolution of 1923 and highlighting the very different gender climates that have emerged under the leaderships of Putin and Erdogan. The research is based on analysis of legal documents, statistical data and reports, as well as in-depth interviews with experts, activists and public officials. Dogangün identifies a climate of 'neo-traditionalism' in contemporary Russia and 'neo-conservatism' in contemporary Turkey and examines how Putin and Erdogan's ambitions to ensure political stability, security and legitimacy are achieved by promoting commonly held 'family values', grounded in religion and tradition. The book reveals what it means to be a woman in Turkey and Russia today and covers key topics such as hostility towards feminism, women's employment, domestic violence, motherhood and abortion. Dogangün provides the first comparative study that seeks to understand the escalation of patriarchy and the decline of democracy which is being witnessed across the world.

Women’s Empowerment in Turkey and Beyond offers a methodologically, theoretically, and empirically rich analysis of women’s empowerment in male-dominated societies, juxtaposing the Turkish case in comparative perspective. The volume explores institutional and societal obstacles against women’s empowerment in patriarchal communities, how women cope and bargain with patriarchy in such societies, and how they try to achieve better living standards for themselves and their families. The creation of Turkish nationhood, citizenship, economic transformation, the forceful removal of minorities and national homogenisation, gender rights, the position of armed forces in politics, and the political and economic integration of Kurdish minority in Turkish polity have all received major interest in academic and policy debates. The relationship between politics and religion in Turkey, originating from the early years of the Republicanism, has been central to many – if not all – of these issues. This book looks at how centralized religion has turned into a means of controlling and organizing the Turkish polity under the AKP (Justice and Development Party) governments by presenting the results from a study on Turkish hutbes (mosque sermons), analysing how their content relates to gender roles and identities. The book argues that the political domination of a secular state as an agency over religion has not suppressed, but transformed, religion into a political tool for the same agency to organise the polity and the society along its own ideological tenets. It looks at how this domination organises gender roles and identities to engender human capital to serve for a neoliberal economic developmentalism. The book then discusses the limits of this domination, reflecting on how its subjects position themselves between the politico-religious authority and their secular lives. Written in an accessible format, this book provides a fresh perspective on the relationship between religion and politics in the Middle East. More broadly, it also sheds light on global moral politics and illiberalism and why it relates to gender, religion and economics.

How has the supposedly liberalizing project of police reform in Turkey become central to the increasingly authoritarian regime of Erdogan's AKP Party? Engaging political theory and a gender studies perspective, this book traces the implementation of security sector reform in Turkey, showing how various agents, including Islamist policy-makers, Turkish police and the women's movement in Turkey have contributed to and resisted growing police powers. A critical study which also employs case studies, this is a timely intervention on the 'authoritarian turn' in Turkey and contributes to a growing number of studies of neoliberalism and security in the context of liberal internationalism.
