Water Management in Africa and the Middle East: Challenges and Opportunities

This book preserves and scientifically interprets the African foreknowledge on water resources management. It offers insight into the relevance of the traditional knowledge and practices to modern approaches on sustainable water management. The African continent has partially preserved its natural habitat for centuries. In this book, this knowledge is combined with the current scientific understanding. The traditional practices are categorized as: i) water harvesting, ii) water transportation, iii) water storage and conservation, iv) water treatments, v) myths and folk stories about water management or conservation, vi) water resource management systems, and vii) soil–water–forest conservation/management systems sub-topics. The findings presented here are in line with SDG 6, which aims at ensuring availability and sustainable management of water and sanitation for all by the year 2030.

This paper concludes by suggesting easy adaptations in the current water rights system that would accommodate both groups of water users, improve cost-recovery for government services, mitigate water conflicts and alleviate rural poverty.

Sub-Saharan Africa grapples with many public health issues such as food insecurity, increased prevalence of infectious diseases, limited access to clean water supply, poor nutrition and lack of improved health services for its populace (IMF, 2021). Of all these challenges, the inaccessibility of clean water supply for both the rural and urban populace is the most pressing challenge, which has been exacerbated by extensive pollution and climate change crises. The issue of water access and supply affects both rural and urban populations. At rural areas water is accessed in yard taps and in arid regions through water kiosks managed by private owners. Among the urban poor, water access is compromised by poor supply infrastructure especially among informal settlers and risks such as contamination during the supply chain are imminent This book therefore seeks to close this knowledge gap by 1) generating a water resources inventory for Sub-Saharan Africa region, 2) exploring the water crises in both its urban and rural settings, 3) understanding the causatives of the crises and 4) suggesting viable solutions to manage the water challenges using named case studies. The aim is to improve understanding on the region’s water problems and advise scholars and policymakers on priority research areas and action plans to better water management for sustainable development.

For the past two decades, Integrated Water Resources Management (IWRM) has been the dominant paradigm in water resources. This book explores how ideas of IWRM are being translated and adapted in Mozambique, South Africa, Tanzania, Uganda and Zimbabwe. Grounded in social science theory and research, it highlights the importance of politics, history and culture in shaping water management practices and reform, and demonstrates how Africa has clearly been a laboratory for IWRM. While a new cadre of professionals made IWRM their mission, we show that poor women and men may not have always benefitted. In some cases IWRM has also offered a distraction from more critical issues such as water and land grabs, privatisation, the negative impacts of water permits, and a range of institutional ambiguities that prevent water allocations to small and poor water users. By critically examining the interpretations and challenges of IWRM, the book contributes to improving water policies and practices and making them more locally appropriate in Africa and beyond.

The monograph studies the key aspects of land law of African countries, customary land tenure laws, customary rights to water, forest, cattle grazing; the influence of colonial epoch on customary land tenure systems, and the rights of African women to land. Characteristic features of land and water rights under Islamic law are provided. The current state of formal land law in the countries of North, West, Central, and East Africa is analyzed, including the following: the right of ownership to land and other natural resources, types of various rights to land and natural resources, and the relationship of formal law and customary land tenure systems. For students, graduate students and teachers of law schools, employees of legislative, executive and judicial authorities, as well as for all those interested in land, civil law and comparative legal studies.
