Reforms are imperative for the huge and complex technical education system in India. A recent Learning Forum brought together senior policy makers and institutional leaders that elaborated a nine-point agenda to achieve good governance, a key to successful reforms in this area. The forum agenda and this paper build upon studies summarizing generic trade-offs, challenges, and experiences, from five Indian state governments, and global failures and successes, to balance demands for greater institutional autonomy with the government s need to direct strategic economic development and enhance participation in higher education.

Trends in institutional partnership in higher education have shown tremendous growth in the past three decades. These trends are manifested through the growing initiatives of joint programs that promote collaborative research, academic mobility, joint curriculum development and course delivery, joint bidding for development projects and benchmarking. Partnerships in higher education have been used not only as an instrument for institutional development through a wide range of strategic alliances but also as an essential way of introducing new voices to the operations of the universities by initiating new paradigms that bring new perspectives and bear competitive advantage on the partners. As the trend of partnership in higher education grew, scholars in higher education studies have also engaged in conceptualizing higher education partnership from academic perspectives, analyzing trends and developing models of higher education collaborations. Partnership in Higher Education: Trends between African and European Institutions is a pioneer in bringing together a comprehensive perspective on matters of higher education partnership among African and European institutions. It discusses the ongoing debates on higher education partnership and internationalization strategies by providing empirical insights from various case studies.

We are rapidly heading towards a world in which the computing infrastructure will contain billions of devices, which will interact with other computing/communications devices that are carried or worn by users as they go through their daily routines. Such devices will provide data access to mobile users as they move within buildings, cities, or across the globe. This new infrastructure presents tremendous challenges for data management technology, including: huge scale; variable and intermittent connectivity; location and context-aware applications; bandwidth, power, and devi- size limitations; and multimedia data delivery across hybrid networks and systems. Traditional data management technologies such as query processing, transaction management, workflow, business process management, and metadata management must all be reevaluated in this emerging environment. Furthermore, nontraditional issues such as the semantics of mobile data, location-dependent querying, broadcast and multicast delivery, and caching/prefetching techniques must all be addressed. The ability to track people as they move about their daily tasks raises serious issues of security and privacy. This conference is the fourth in the Mobile Data Management series, focusing on the challenges and opportunities for the management of data in mobile, pervasive, and wearable computing. MDM 2000 and 2001 were in Hong Kong and MDM 2002 was in Singapore. Eighty-seven papers were submitted to the conference from 23 countries and were subject to a rigorous review procedure. Every paper had three or four independent reviews. Twenty-one full papers and 15 short papers from both academia and industry were selected for publication in this volume of proceedings.
