Central Asia underwent an agricultural transformation in the 20th century that was neither efficient nor sustainable. There is a need for innovations that will remedy these deficits by reversing environmental degradation and ensuring poverty alleviation. This book provides science-based findings and recommendations for restructuring land and water use and agricultural value chains to enable ecologically and economically sound practices that increase resource use efficiency, rehabilitate ecosystem functions, and enhance rural incomes. Innovations were designed in concert with stakeholders. The prospective benefits are shown for the Khorezm region, part of the lower Amudarya region, Uzbekistan, but the findings can be extrapolated to regions facing similar agro-ecological challenges.

Environmental conditions do not exist in a vacuum. They are influenced by science, politics, history, public policy, culture, economics, public attitudes, and competing priorities, as well as past human decisions. In the case of Central Asia, such Soviet-era decisions include irrigation systems and physical infrastructure that are now crumbling, mine tailings that leach pollutants into soil and groundwater, and abandoned factories that are physically decrepit and contaminated with toxic chemicals. Environmental Crises in Central Asia highlights major environmental challenges confronting the region’s former Soviet republics: Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan. They include threats to the Caspian and Aral seas, the impact of climate change on glaciers, desertification, deforestation, destruction of habitat and biodiversity, radioactive and hazardous wastes, water quality and supply, energy exploration and development, pesticides and food security, and environmental health. The ramifications of these challenges cross national borders and may affect economic, political, and cultural relationships on a vast geographic scale. At the same time, the region’s five governments have demonstrated little resolve to address these complex challenges. This book is a valuable multi-disciplinary resource for academics, scholars, and policymakers in environmental sciences, geography, political science, natural resources, mass communications, public health, and economics.

Greater Central Asia encompasses a vast area that includes deserts, natural grasslands, steppes, shrublands and alpine regions. Many of these land types are degraded and productivity is falling at a time when human populations and livestock inventories are on the rise. Ecosystem stability and biodiversity are under threat and there is an urgent need to develop more sustainable land management regimes. This book uses an integrated regional approach to provide a comprehensive exploration of sustainable land development in Central Asia. An interdisciplinary team of experts analyses the economic, ecological, sociological, technological and political factors surrounding sustainable land and water management in the region, sharing potential problems and solutions. This book provides an in-depth analysis of the wheat production developments in the Eurasian region and assesses the potential contribution of the region to domestic and international food security. In particular, the book covers policy and institutional developments of the agricultural sector in Eurasia with a special focus on the horizontal issues relevant to the current and future potential growth of the wheat production, such as land policy, credit and finance, privatization, farm restructuring, and environmental challenges. Global food security is a major societal concern in the light of an increasing population, which is projected to grow from around seven billion today to almost 10 billion in 2050. Two most likely ways to achieve the much needed food production growth are: expansion of land cultivation or increase in crop yields and total factor productivity. The only region with a significant amount of uncultivated arable land that is at the same time experiencing rising agricultural productivity is the “Eurasian wheat belt,” comprising of Russia, Ukraine, Kazakhstan, and the Central Asian countries (Uzbekistan, Tajikistan, Turkmenistan, and Kirgizstan). This makes the region a potential hotspot for driving the future growth of global agriculture. Rainfed agriculture is generally overlooked by development investors, researchers and policy makers due to limited confidence in its ability to increase agricultural production and development. However, research undertaken by a team of leading scientists from global organizations demonstrates its potential in achieving food security, improving livelihoods and most importantly addressing issues of equity and poverty reduction in dryland areas - the hot spots of poverty. On the basis of case studies from varied agricultural and ecological regions in Asia and Africa, chapters discuss the need for adopting new paradigms between rainfed and irrigated agriculture, catchment/micro-watershed management approaches, upgrades in science-based development and more investments in rainfed areas.
