In Responsibility to Protect and Women, Peace and Security: Aligning the Protection Agendas, editors Sara E. Davies, Zim Nwokora, Eli Stamnes and Sarah Teitt address the intersections of the Responsibility to Protect (R2P) principle and the Women, Peace, and Security (WPS) agenda. Contributions from policy-makers and academics consider both the merits and the utility of aligning the protection agendas of R2P and WPS. A number of actionable recommendations are made concerning a unification of the agendas to best support the global empowerment of women and the prevention of mass atrocities.

Passed in 2000, the United Nations Security Council Resolution 1325 and subsequent seven Resolutions make up the Women, Peace, and Security (WPS) agenda. This agenda is an international policy framework addressing the gender-specific impacts of conflict on women and girls, including protection against sexual and gender-based violence, promotion of women's participation in peace and security processes and support for women's roles as peace builders in the prevention of conflict and rebuilding of societies after conflict. The handbook addresses the concepts and early history behind WPS; international institutions involved with the WPS agenda; the implementation of WPS in conflict prevention and connections between WPS and other UN resolutions and agendas.

The Women, Peace and Security (WPS) agenda is comprised of the policies, protocols and practices enacted by a wide range of actors inspired by, or under the auspices, of the UN Security Council resolutions adopted under the title of ‘women and peace and security’. Since the adoption of the first resolution in 2000, resolution 1325, there have been nine others, each of which elaborates or extends aspects of the original resolution. This book provides a forward-looking collection of scholarship on the WPS agenda in two halves. The first half of the book presents a series of essays that each provide a glimpse of the rich and insightful research on WPS being undertaken in and about different contexts, to demonstrate the importance of centring the "local" as a site of knowledge production in the WPS agenda. The essays presented in the second half of the book also engage questions of knowledge production, documenting the exploratory methods in use in WPS scholarship, and highlighting those topics engaged at the hinterlands of what is a broad field – topics that gesture at the future of research in this area. The chapters in this book were originally published as special issues of the International Feminist Journal of Politics.

After having been introduced by the Report of the International Commission on Intervention and State Sovereignty (ICISS) in 2001 and after its affirmation by the UN World Summit in 2005 the concept of R2P has found broad approval both by international law doctrine and practice. It is fair to say that international law thinking has been profoundly influenced by this new approach. Nonetheless, many questions in this regard are still open. In this volume international lawyers discuss a series of fundamental aspect of R2P: the historical dimension, the relationship between R2P and general international law and the dynamics surrounding this concept. What does gender equality mean for peace, justice, and security? At the turn of the 21st century, feminist advocates persuaded the United Nations Security Council to adopt a resolution that drew attention to this question at the highest levels of international policy deliberations. Today the Women, Peace and Security agenda is a complex field, relevant to every conceivable dimension of war and peace. This volume explores the implementation of key gender policies in international peace and security, following the adoption of UN Security Council resolution 1325 in October 2000, the first thematic resolution on Women, Peace and Security. How should we understand women’s participation in peace processes and in peace operations? And what forms of gendered security dynamics are present in armed conflict and international interventions? These questions represent central themes of protection and participation that the international community has to address in order to implement UNSCR 1325. Thus far, the implementation has often employed varying approaches related to gender mainstreaming, a third theme of the resolution. Yet, there is a dearth of systematic data which until recently has restricted the ability of researchers to evaluate the progress in implementation and impact of UNSCR 1325. By engaging with both empirics and critical theory, the authors of this edited volume make important contributions to the gender, peace and security agenda. They identify some of the problems of implementing UNSC 1325 and offer a sobering assessment of progress of implementation and insights into how to advance our understanding through systematic research. Many of the chapters are focused on operational aspects of UNSCR 1325, but all also engage with the theoretical underpinnings of UNSCR 1325 to bring forth central debates on more fundamental challenges to the development of knowledge in the fields of gender, peace and security. The next U.S. administration should require women’s representation and meaningful participation in conflict resolution and postconflict processes, increase investment in efforts that promote women’s inclusion, reform U.S. diplomatic and security practices to incorporate the experiences of women in conflict-affected countries, improve staffing and coordination to deliver on government commitments, strengthen training on incorporating women in security efforts, and promote accountability. These steps will help the United States respond effectively to security threats around the world, improve the sustainability of peace agreements, and advance U.S. interests.

This book provides a critical assessment of the impact of UN Resolution 1325 by examining the effect of peacebuilding missions on increasing gender equality within conflict-affected countries. UN Resolution 1325 was adopted in October 2000, and was the first time that the security concerns of women in situations of armed conflict and their role in peacebuilding was placed on the agenda of the UN Security Council. It was an important step forward in terms of bringing women’s rights and gender equality to bear in the UN’s peace and security agenda. More than a decade after the adoption of this Resolution, its practical reality is yet to be substantially felt on the ground in the very societies and regions where women remain disproportionately affected by armed conflict and grossly under-represented in peace processes. This realization, in part, led to the adoption in 2008 and 2009 of three other Security Council Resolutions, on sexual violence in conflict, violence against women, and for the development of indicators to measure progress in addressing women, peace and security issues. The book draws together the findings from eight countries and four regional contexts to provide guidance on how the impact of Resolution 1325 can be measured, and how peacekeeping operations could improve their capacity to effectively engender security. This book will be of much interest to students of peacebuilding, gender studies, the United Nations, international security and IR in general.
