The composition of short-term and medium-term adjustment measures will facilitate sufficient short-term adjustment flexibility, and be consistent with medium-term fiscal sustainability. Improving debt resolution instruments will help the banks to regain confidence in lending. Meanwhile, there is a need to consider improvements in its liquidity framework. The main factors that shaped the economic growth model in Moldova in the last decade and the risks of the current growth model are outlined. Public policies can promote growth by identifying and addressing the most binding constraints to development.

This book reformulates the central questions of ethics in economic thought. It reconsiders the purpose of economic activity, the ethical values of entrepreneurs, and the Aristotelian dilemma of differentiating between needs and desires to better understand the rise of consumerism. The book also examines cultural factors, the role of religion, and the significance of informal institutions, ultimately showing how less developed countries can increase opportunities for all of their citizens.

There is extraordinary variation in how governments treat multinational corporations in emerging economies; in fact, governments around the world have nationalized or eaten away at the value of foreign-owned property in violation of international treaties. This even occurs in poor countries, where governments are expected to, at a minimum, respect the contracts they make with foreign firms lest foreign capital flee. In The Shield of Nationality, Rachel Wellhausen introduces foreign-firm nationality as a key determinant of firms' responses to government breaches of contract. Firms of the same nationality are likely to see a compatriot's broken contract as a forewarning of their own problems, leading them to take flight or fight. In contrast, firms of other nationalities are likely to meet the broken contract with apparent indifference. Evidence includes quantitative analysis and case studies that draw on field research in Ukraine, Moldova, and Romania.

This paper examines corruption in Moldova, analyzing its impact on economic growth and progress in implementing earlier IMF recommendations on anti-corruption and anti-money laundering (AML). Despite solid legal frameworks, corruption remains a significant challenge, impeding growth and EU convergence. Drawing from regional successes, the paper stresses the importance of specialized anti-corruption agencies, robust prosecution, civil society involvement, and international expertise. Moldova has made strides in strengthening its legal and institutional infrastructure, but challenges like delayed corruption case adjudication persist. Recommendations include enhancing the Anti-corruption Prosecution Office's investigative capacity and establishing specialized adjudication infrastructure.

For these international actors, Moldova functions as an arena of influences--a sphere of intersecting interests, activities and, occasionally, competition. For the first time, leading experts and practitioners from many of the countries engaged in Moldova are brought together in a common language. The result is a detailed map of the international political landscape in Moldova, a chronicle of the past two decades, and a forecast of the country's future.
