Synopsis Building the Resilience of Small States by : Denny Lewis-Bynoe
Some small states enjoy relatively high GDP per capita –giving the impression of economic strength – when in reality these economies are fragile and disproportionately affected by adverse economic shocks, natural disasters and extreme weather events. The Commonwealth resilience framework has been developed to identify both the national policies required to build resilience and the areas in which regional and international development partners can provide support. This study refines and expands the framework to cover areas such as governance, environmental management and social development. It proposes policy measures for building resilience and ways in which the resilience framework for small states can be embedded in national planning to help stakeholders to agree priority areas for policy intervention.

Synopsis Vulnerability by : Commonwealth Secretariat. Consultative Group on the Special Needs of Small States
We believe it to be indisputable that the smallest and weakest within the international community, those with the least political clout, military strength or economic resilience, are among the ones who are likely to suffer most and whose special vulnerabilities are likely to go unnoticed and unrelieved for the longest time. We believe there are compelling obligations that derive from these realities: obligations on the international community, obligations on the Commonwealth itself—which has within its membership so many small states—and, of course, obligations that fall on small states themselves. All concerned must acknowledge and begin to fulfill these obligations. - From the Group ReportThey (Small States) have demonstrated that they have a valid part to play in the evolution of world society. It is therefore imperative that the international system be so organised that these states are enabled not only to exist, but to prosper and themselves to contribute to international harmony. In the pursuit of that goal of enhanced international co-operation there surely must be progress towards strengthening the global system of collective security. It would be fitting if the 40th year of the United Nations could be marked by a series of steps which ensured a safer and more prosperous future for the smallest members of the world community. - From the Foreword by Commonwealth, Secretary-General Shridath Ramphal

Synopsis WTO at the Margins by : Roman Grynberg
At a pivotal point in the history of the WTO, when development issues are at the heart of negotiations, how the larger and more powerful members address the legitimate concerns of its poorest and most vulnerable members will shape the perception of the institution throughout the century. This book aims not only to document almost ten years of experience of small states with the WTO but also to explain this experience. It takes an evidential theory approach to explaining the features characteristic to the trade and economic development of small island states. It then highlights the issues of concern to these states in relation to negotiations at the WTO. The experience of the African Caribbean and Pacific (ACP) countries with the WTO dispute settlement mechanism is discussed, and the book ends with a discussion of key negotiating issues for the island states and institutional arrangements to facilitate reform.

Synopsis Small States in International Relations by : Christine Ingebritsen
Smaller nations have a special place in the international system, with a striking capacity to defy the expectations of most observers and many prominent theories of international relations. This volume of classic essays highlights the ability of small states to counter power with superior commitment, to rely on tightly knit domestic institutions with a shared "ideology of social partnership," and to set agendas as "norm entrepreneurs." The volume is organized around themes such as how and why small states defy expectations of realist approaches to the study of power; the agenda-setting capacity of smaller powers in international society and in regional governance structures such as the European Union; and how small states and representatives from these societies play the role of norm entrepreneurs in world politics -- from the promotion of sustainable solutions to innovative humanitarian programs and policies..

Synopsis Redefining the Pacific? by : Ian Frazer
This comprehensive volume examines the future effectiveness of regional institutions as well as key questions concerning the attempts to overcome ongoing serious problems of security, governance and poor economic performance in the Pacific. What is obvious from this collection is that a new and stronger commitment to overcoming national problems is required through regional cooperation. The volume is highly suited to courses on international political economy, security and regional cooperation.
