The Improving Literacy through School Libraries (LSL) Program was established by the No Child Left Behind Act of 2001 under Title I, Part A, Subpart 4 of the Elementary and Secondary Education Act (ESEA). The purpose of the program is to improve the literacy skills and academic achievement of students by providing them with increased access to up-to-date school library materials; well-equipped, technologically advanced school library media centers; and well-trained, professionally certified school library media specialists. Included in the legislation was a requirement for an evaluation of the program to be conducted no later than three years after the enactment of NCLB. This report provides findings from the evaluation. This report is organized into the following chapters: (1) Introduction; (2) Research On School Libraries and Literacy; (3) How the Program Is Implemented; (4) School-Level Changes Associated with the Program; and (5) Conclusions. The following are appended: (1) Detailed Tables; (2) Methodology; (3) School Library Questionnaire; and (4) District Performance Report. (Contains 94 exhibits.).
