This publication gives an updated review of the quantity of discards in the world's marine fisheries, using information from a broad range of fisheries in all continents. A number of policy issues are discussed including a 'no discards' approach to fisheries management, the need for balance between bycatch reduction and bycatch utilisation initiatives, and concerns arising from incidental catches of marine mammals, birds and reptiles. The report also highlights the need for more robust methods of estimating discards, and the development of bycatch management plans.

International Standardization and the Agreement on Technical Barriers to Trade examines the international standardization system generally, with a specific focus on some of the bodies within this system, along with their rules and procedures. It also examines - and questions - the lack of definition regarding several features related to the system, notably an international standardizing body (ISB) and international standards in the Agreement on Technical Barriers to Trade (TBT). Andrea Barrios Villarreal, who has been involved in standardization activities for more than seven years, provides a unique and in-depth analysis that will be useful to scholars, students and practitioners. This illuminating work is a welcome addition to the international economic law literature and should be read by anyone with an interest in the interaction between trade law and international standardization.

Risk analysis is widely recognised as the fundamental methodology underlying the development of food safety standards. As recognised in the 1995 consultation, risk analysis is composed of three separate but integrated elements, namely risk assessment, risk management and risk communication. That consultation recognised risk communication as an interactive process of exchange of information and opinion on risk among risk assessors, risk managers, and other interested parties. Risk management is defined within Codex as the process of weighing policy alternatives in the light of the results of risk assessment and, if required, selecting and implementing appropriate control options, including regulatory measures. The outcome of the risk management process, as undertaken by Committees within the Codex Alimentarius system, is the development of standards, guidelines and other recommendations for food safety, m the national situation it is likely that different risk management decisions could be made according to different criteria and different ranges of risk management options. The overall objective of Codex is to ensure consumer protection and to facilitate international trade.

The Joint Group of Experts on the Scientific Aspects of Marine Environmental Protection (GESAMP) was established in 1969 by a number of UN organisations to encourage independent and interdisciplinary discussion of marine pollution and environmental protection issues. This publication contains the proceedings of its 33rd session, held in Rome in May 2003.

This report is based on a review of literature and experience relating to the planning and management of aquaculture development and its integration into coastal area management. It explores in detail how more planned and integrated approaches can be applied to aquaculture development. These approaches range from "enhanced sectorial" initiatives, to incorporation within comprehensive ICM programmes.
