This document contains the report of, and papers presented at, the Expert Consultation on Illegal, Unreported and Unregulated Fishing which was held in Sydney, Australia, from May 15 to 19, 2000. The Consultation was organized by the Government of Australia in cooperation with FAO. Selected experts were invited to prepare papers as background documents to assist the work of the Consultation. These experts were also invited to prepare text for the preliminary draft of the international plan of action to combat illegal, unreported and unregulated (IUU) fishing. The preliminary draft international plan of action elaborated by the experts is appended to the Report of the Consultation. This preliminary draft formed the basis for initial discussions at the Technical Consultation on Illegal, Unreported and Unregulated Fishing which was held at FAO Headquarters, Rome, from October 2 to 6 2000.--Publisher's description.

The Consultation worked towards concluding a draft international plan of action (IPOA) to prevent, deter and eliminate illegal, unreported and unregulated (IUU) fishing.

Topics discussed in this final report of the second technical consultation, held in Kariba, Zimbabwe in November 2004, include: the importance of co-management as a tool for sustainable fisheries management and development in Zambia and Zimbabwe; the views of fishermen on the importance of the kapenta fishery and the artisanal fishery; the status and development of fisheries of Lake Kariba.

The issue of illegal, unreported and unregulated fishing in world fisheries is of serious and increasing concern. This document contains the report and papers presented a meeting of experts held in May 2000, which was organised by the Government of Australia in co-operation with the FAO. The preliminary draft international plan of action elaborated by the experts is appended to the report of the Consultation.

The Expert Consultation was convened by FAO with a view to facilitating the implementation of the 2001 FAO International Plan of Action to Deter, Prevent and Eliminate Illegal, Unreported and Unregulated Fishing (IPOA-IUU). Experts for this Consultation were selected because of their experience with open registries and in the field of fisheries. The Experts focused on the effects of IUU fishing on global fishery resources and on lessons that might be learned from the experiences of flag states that have already implemented tighter control over the activities of their fishing vessels. The Committee agreed to establish a Sub-Committee on Aquaculture and adopted the International Plan of Action to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated (IPOA-IUU) Fishing. It agreed that future reporting on the implementation of the Code of Conduct and related IPOAs should be based on in-depth analysis of problems associated with their efficient implementation, using case studies.

The objectives of the Technical Consultation were to address substantive issues relating to the role of the port State in combating Illegal, Unreported and Unregulated fishing and to address principles and guidelines for the establishment of regional memoranda on port States measures to prevent, deter and eliminate IUU fishing. Following its deliberations, the Technical Consultation approved a Model Scheme on Port State Measures to Combat IUU Fishing, strongly supported the proposed Programme of Assistance to facilitate human development and institutional strengthening in developing countries to promote the full and effective implementation of port States measures to combat IUU fishing, and supported the establishment of a database concerning relevant port State measures.

This consultation was held to elaborate guidelines for catch documentation schemes. It covered illegal, unreported and unregulated fishing-related risks, transparency of the supply chain and the use of secure electronic systems to reduce falsification.

This document contains the report of the second meeting of the Part 6 Working Group established by the Parties to the Agreement on Port State Measures to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing, held in Rome, Italy, from 5 to 6 July 2018. The Part 6 Working Group reviewed outcomes of its first meeting, noting with respect to the funding mechanisms to be put in place to assist developing States with the implementation of the PSMA that further clarity is required in terms of the criteria and priorities that will be used to review applications for assistance. The Part 6 Working Group discussed at length the requirements of developing States for the implementation of the PSMA, noting legal, operational, and technical challenges and identifying where existing tools are already available to address these challenges. The Working Group received a detailed update of FAO’s Global Capacity Development Programme in support of the PSMA, as well as heard from other international organizations, non-governmental organizations, States and other entities on their respective capacity development initiatives in support of the PSMA. Finally, the Part 6 Working Group discussed the necessary functionalities of the capacity development portal that is to be developed and hosted by FAO under the PSMA global programme.

Illegal, unreported and unregulated fishing, or IUU fishing, is considered one of the most significant threats to the sustainability of fisheries resources. Since the adoption of the International Plan of Action to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing (IPOA-IUU), States and regional fisheries management organisations have made sustained efforts to address the problem. This book analyses the concept of IUU fishing and the international instruments which provide the legal and policy framework to combat IUU fishing. The book also examines the range of measures adopted by States and regional organisations to address IUU fishing. These measures include flag State, coastal State, port State, and market State measures.
