The Inception Workshop for the Developing Organizational Capacity for Ecosystem Stewardship and Livelihoods in Caribbean Small-Scale Fisheries (StewardFish) project was convened at United Nations House, in Barbados, from 13 to 14 September 2018. In attendance, were representatives of the fisheries authorities (national executing partners) from the seven project countries, five regional executing partner organizations (CANARI, CERMES-UWI, CNFO, CRFM, WECAFC), fisherfolk leaders from national fisherfolk organizations/lead primary fisherfolk organizations in the project countries as well as representatives from other fisheries-related national and regional agencies. The overall objective of the workshop was to bring together key partners and stakeholders who would be involved in the delivery of the project to ensure that there was a common understanding of the project objectives, components, outcomes, outputs and planned activities as well as the roles and responsibilities of all partners. Achievements of the workshop included (i) review and agreement on the project institutional and implementation arrangements; (ii) review and agreement on the project components, outcomes, outputs and planned activities and the results matrix; (iii) review and adjustments to country work plans; (iv) mapping out of the LOAs; and (iv) review and agreement on the monitoring and evaluation mechanism.

The project “Developing Organizational Capacity for Ecosystem Stewardship and Livelihoods in Caribbean Small-Scale Fisheries” (StewardFish) aimed to support the implementation of the Caribbean and North Brazil Shelf Large Marine Ecosystems initiatives in seven countries of the Caribbean (Antigua and Barbuda, Barbados, Belize, Guyana, Jamaica, Saint Lucia, St. Vincent and the Grenadines) and implemented by five Caribbean regional entities. It aimed to empower fisherfolk throughout the fisheries value chains to engage in resource management, decision-making processes and sustainable livelihoods, with strengthened institutional support at all levels. The findings and conclusions of the terminal evaluations highlight the effectiveness of the project's capacity building activities, the platform for inter-agency collaboration, and the strengthening of legal and policy frameworks. Given the short time frame of the projects, as well as the interruptions due to the COVID-19, a number of recommendations are made in order to sustain the results achieved thus far, but which still require investment.

Overall Winner of the 2019 OCM Bocas Prize for Caribbean Literature High Mas: Carnival and the Poetics of Caribbean Culture explores Caribbean identity through photography, criticism, and personal narrative. Taking a sophisticated and unapologetically subjective Caribbean point of view, the author delves into Mas—a key feature of Trinidad performance—as an emancipatory practice. The photographs and essays here immerse the viewer in carnival experience as never before. Kevin Adonis Browne divulges how performers are or wish to be perceived, along with how, as the photographer, he is implicated in that dynamic. The resulting interplay encourages an informed, nuanced approach to the imaging of contemporary Caribbeanness. The first series, “Seeing Blue,” features Blue Devils from the village of Paramin, whose performances signify an important revision of the post-emancipation tradition of Jab Molassie (Molasses Devil) in Trinidad. The second series, “La Femme des Revenants,” chronicles the debut performance of Tracey Sankar’s La Diablesse, which reintroduced the “Caribbean femme fatale” to a new audience. The third series, “Moko Jumbies of the South,” looks at Stephanie Kanhai and Jonadiah Gonzales, a pair of stilt-walkers from the performance group Touch de Sky from San Fernando in southern Trinidad. “Jouvay Reprised,” the fourth series, follows the political activist group Jouvay Ayiti performing a Mas in the streets of Port of Spain on Emancipation Day in 2015. Troubling the borders that persist between performer and audience, embodiment and spirituality, culture and self-consciousness, the book interrogates what audiences understand about the role of the participant-observer in public contexts. Representing the uneasy embrace of tradition in Trinidad and the Caribbean at large, the book probes the multiple dimensions of vernacular experience and their complementary cultural expressions. For Browne, Mas performance is an exquisite refusal to fully submit to the lingering traumas of slavery, the tyrannies of colonialism, and the myths of independence.

Against the lethargy and despair of the contemporary Anglophone Caribbean experience, Aaron Kamugisha gives a powerful argument for advancing Caribbean radical thought as an answer to the conundrums of the present. Beyond Coloniality is an extended meditation on Caribbean thought and freedom at the beginning of the 21st century and a profound rejection of the postindependence social and political organization of the Anglophone Caribbean and its contentment with neocolonial arrangements of power. Kamugisha provides a dazzling reading of two towering figures of the Caribbean intellectual tradition, C. L. R. James and Sylvia Wynter, and their quest for human freedom beyond coloniality. Ultimately, he urges the Caribbean to recall and reconsider the radicalism of its most distinguished 20th-century thinkers in order to imagine a future beyond neocolonialism.

The various presentations by Sir Shridath Ramphal not only reflect a sustained eloquence and analytical brilliance but offer important philosophical insights into a number of critical issues, such as federation, law and diplomacy, leadership, external trade negotiations and the environment.

The collection of essays in this anthology is divided into three categories, namely “social epistemology”, “epistemology”, and “freedom”, respectively. The first category addresses questions related to the social dimensions of knowledge. Various issues are interrogated, including the lack of attention to testimony in much standard philosophizing, the need for advocacy, and the role of history-making in social reconstruction. The second category deals more directly with some of the concepts that generally crop up in the theory of knowledge, provoking questions such as: How much do we really know about each other? What is the content of the knowledge we think we have, and how far does it depend upon our social being? What is the relationship between knowledge and truth? Essays in the third category deal with the concept of freedom both at a personal and a social level and discuss dilemmas such as: To what extent are some of the arguments put forward in favour of genetic determinism flawed or sensible? Does the idea of genetic influence pose a threat to freedom? What is the area within which the subject is, or should be left to do, or be, without interference from other persons? In this era of globalization, is cosmopolitanism or communitarianism by itself sufficient for promoting freedom? Conversations in Philosophy: Knowledge and Freedom is the second book in a series, based on a selection of papers presented at the annual Cave Hill Philosophy Symposium. The first book, Conversations in Philosophy: Crossing the Boundaries (published in 2008, also by Cambridge Scholars Publishing) consisted of essays that revolved around the question of the nature and meaning of philosophy. This second volume of Conversations in Philosophy offers a careful and balanced examination of many issues that recur in discussions on knowledge and freedom. The essays are thoughtful, provocative, and challenging.
