Part I of the volume summarizes the discussions of the main issues that arose from the national reports and the technical papers presented at the Meeting. It contains the conclusions and recommendations adopted by the meeting. The principal recommendation was policy guidelines for obtaining maximum sustainable benefits from the exploitation of the fishery resources within the EEZs. In this regard, governments were requested to review and refine their national policies for the development and management of the various fishery types within their EEZ and prepare comprehensive management and development plans for these fisheries. Part II contains the national reports of the countries represented at the Meeting, and the technical papers prepared for and presented at the Meeting. The topics covered by these documents include policy issues, legal regime for EEZ management, status of the resources, case studies on the living resources of the EEZ of Trinidad and Tobago and of the OECS countries, and methodological and operational aspects of statistical monitoring systems on the Caribbean.

The paper has been designed as a handbook for fisheries administrators for use when establishing or enhancing, monitoring, control and surveillance (MCS) systems in support of fisheries management initiatives. It updates the 1994 FAO Technical Paper No. 338, "An introduction to monitoring, control and surveillance systems for capture fisheries", through a review of recent international fisheries agreements and new MCS approaches involving participatory management, preventive and deterrent MCS strategies, and the importance of safety-at-sea for fishers.

This document assembles three reviews of the marine shrimp and groundfish fisheries of the Brazil-Guianas shelf (northern Brazil, French Guiana, Guyana, Suriname, Trinidad and Tobago and eastern Venezuela) and one on environmental aspects of the area. Each report contains a number o recommendations for fisheries management, further research and international cooperation in data collection and assessments.

The paper has been designed as a handbook for Fisheries Administrators (a term used to denote those fisheries authorities responsible for decisions regarding the fisheries of their country) for their consideration when establishing, or enhancing, monitoring, control and surveillance (MCS) systems in support of fisheries management initiatives. The paper is divided into three main parts: definition and context of an MCS system; design considerations for MCS; and, MCS operational procedures. Annexes provide detailed examples of operational issues to be addressed in MCS system design and implementation.

This book critically engages with each step of the proceedings in the South China Sea landmark arbitration case, showing that the Arbitral Tribunal lacked jurisdiction to decide the case and that several of the claims presented were also inadmissible.
