This report was produced under the technical assistance project Promoting Renewable Energy, Clean Fuels, and Energy Efficiency in the Greater Mekong Subregion (TA 7679). It focused on renewable energy developments and potential in five countries in the Greater Mekong Subregion (GMS): Cambodia, the Lao People's Democratic Republic, Myanmar, Thailand, and Viet Nam. It assessed the potential of solar, wind, biomass, and biogas as sources of renewable energy. Technical considerations include the degree and intensity of solar irradiation, average wind speeds, backup capacity of grid systems, availability and quality of agricultural land for biofuel crops, and animal manure concentrations for biogas digester systems. Most GMS governments have established plans for reaching these targets and have implemented policy, regulatory, and program measures to boost solar, wind, biomass, and biogas forms of renewable energy. Incentives for private sector investment in renewable energy are increasingly emphasized.

The GMS countries envisage substantial energy efficiency savings over the next 15 to 20 years, with overall energy efficiency savings amounting to almost 60 million tons of oil equivalent annually by 2030. Most GMS governments have established plans for reaching these targets and have implemented policy, regulatory, and program measures to lower energy intensity and achieve energy efficiency. GMS countries project that their energy needs will double or triple over the next 15 years and greater energy efficiency offers a win-win public-private sector partnership for reducing unsustainable reliance on high-carbon (coal and oil) fuels.

The economic corridor approach was adopted by the Greater Mekong Subregion (GMS) countries in 1998 to help accelerate subregional development. The development of economic corridors links production, trade, and infrastructure within a specific geographic area. The review of these corridors was conducted to take into account the opening up of Myanmar and ensure that there is a close match between corridor routes and trade flows; GMS capitals and major urban centers are connected to each other; and the corridors are linked with maritime gateways. The review came up with recommendations for possible extension and/or realignment of the corridors, and adoption of a classification system for corridor development. The GMS Ministers endorsed the recommendations of the study at the 21st GMS Ministerial Conference in Thailand in 2016.
