Effective water governance capacity is the foundation of efficient management of water resources. Water governance reform processes must work towards building capacity in a cohesive and articulated approach that links national policies, laws and institutions, within an enabling environment that allows for their implementation. This guide shows how national water reform processes can deliver good water governance, by focussing on the principles and practice of reform. In Africa, most major rivers, freshwater lakes, and aquifers are shared by two or more countries. These nations are becoming increasingly vulnerable to conflict, and their vulnerabilities are made more acute by climatic variations in precipitation, increasing urbanization, industrialization and environmental degradation. The concept of resilience and vulnerability as it relates to water resources is tackled in this report within the framework of sustainability and relates to the ability of the human and bio-physical systems to adapt to change.

This report aims at integrating regional and country experiences and projects with regard to viable groundwater management practices for the future. It compiles and translates best available present scientific and technical knowledge on groundwater resources and their governance, which is often highly specialized, into simpler language and synoptic representations, accessible to a large public of policy and decision makers across development sectors. It serves as a technical basis for the visioning process, and for the definition of the Framework for Action on groundwater governance.This is one of 3 outputs of project GCP/GLO/277/GEF expected to be published under the names of its 5 partner organizations and widely circulated to policy and decision-makers in countries, as well as other stakeholders of groundwater governance and practionners around the world. This outputs provides the technical basis for the other two: A Global Vision for Groundwater Governance 2030 and Global Framework for Action to Achieve the Vision on Groundwater Governance.

Water resources and related issues are of great significance in 21st century politics. In Africa, for example, hydropolitics affect politics and policymaking at the local, national, and international levels. To investigate water politics, this unique work focuses on the issue transboundary water governance in Southern and Eastern Africa. Based on extensive field research, it offers a comparative study of the Orange Senqu and Nile basins in Africa, arguing that both causal and behavioral factors (such as localization and trust building) drive the multi-leveled development of cooperative management norms and foster the creation of regional communities of interest. The book combines theory, analysis, and fieldwork within the framework of Constructivism as well as a wide range of examples to identify and analyze the nature of norms in hydropolitics. By doing so, it will help shape the debate on how water conflict and cooperative governance should evolve and will interest anyone studying African politics, hydropolitics, and issues of development.

Water is a basic human need and a scarce commodity with increasing value to farmers, industries, and cities in an urbanizing world. It is unpredictable in supply and quality, difficult to contain or direct, and notoriously difficult to manage well.
