Migration in the Western Balkans rectifies the under-investigation by migration scholars of the Western Balkans region, by bringing together recent research at a time when migration is a hot topic for the future of Europe. The book explores issues such as the complex geopolitics of the region, the relationship between migration and development, diasporas, and refugees and humanitarianism. Expert contributors present new research on economic migration, forced migration, diaspora formation and return migration at a time when migration is of crucial relevance for the future of Europe. The chapters shed new light on the multiple migration dynamics of a region which has had a troubled past yet stands on the threshold of EU membership. As a theatre of multiple migration processes Migration in the Western Balkans reveals new information on the region, and will be of great interest to scholars of migration, the Balkans and geopolitics. The chapters were originally published as a special issue of the Journal of Balkan and Near Eastern Studies.

Scaling the Balkans puts in conversation several fields that have been traditionally treated as discrete: Balkan studies, Ottoman studies, East European studies, and Habsburg and Russian studies. By looking at the complex interrelationship between countries and regions, demonstrating how different perspectives and different methodological approaches inflect interpretations and conclusions, it insists on the heuristic value of scales. The volume is a collection of published and unpublished essays, dealing with issues of modernism, backwardness, historical legacy, balkanism, post-colonialism and orientalism, nationalism, identity and alterity, society-and nation-building, historical demography and social structure, socialism and communism in memory, and historiography.

Conflicts involve powerful experiences. The residue of these experiences is captured by the concept and language of emotion. Indiscriminate killing creates fear; targeted violence produces anger and a desire for vengeance; political status reversals spawn resentment; cultural prejudices sustain ethnic contempt. These emotions can become resources for political entrepreneurs. A broad range of Western interventions are based on a view of human nature as narrowly rational. Correspondingly, intervention policy generally aims to alter material incentives ('sticks and carrots') to influence behavior. In response, poorer and weaker actors who wish to block or change this Western implemented 'game' use emotions as resources. This book examines the strategic use of emotion in the conflicts and interventions occurring in the Western Balkans over a twenty-year period. The book concentrates on the conflicts among Albanian and Slavic populations (Kosovo, Montenegro, Macedonia, South Serbia), along with some comparisons to Bosnia.

The State of Economic Inclusion Report 2021 sheds light on one of the most intractable challenges faced by development policy makers and practitioners: transforming the economic lives of the world's poorest and most vulnerable people. Economic inclusion programs are a bundle of coordinated, multidimensional interventions that support individuals, households, and communities so they can raise their incomes and build their assets. Programs targeting the extreme poor and vulnerable groups are now under way in 75 countries. This report presents data and evidence from 219 of these programs, which are reaching over 90 million beneficiaries. Governments now lead the scale-up of economic inclusion interventions, often building on preexisting national programs such as safety nets, livelihoods and jobs, and financial inclusion, and 93 percent of the total beneficiaries are covered by government programs. The report offers four important contributions: -- A detailed analysis of the nature of these programs, the people living in extreme poverty and vulnerability whom they support, and the organizational challenges and opportunities inherent in designing and leading them. -- An evidence review of 80 quantitative and qualitative evaluations of economic inclusion programs in 37 countries. -- The first multicountry costing study including both government-led and other economic inclusion programs, indicating that programs show potential for cost efficiencies when integrated into national systems. -- Four detailed case studies featuring programs under way in Bangladesh, India, Peru, and the Sahel, which highlight the programmatic and institutional adaptations required to scale in quite diverse contexts. This study, which is an updated, extended, and revised version of the out-of-print 1993 edition, reassesses the traditional stereotype of the place of the Balkans in the model of the European family in the nineteenth century on the basis of new source material and by synthesizing existing research. The work first analyzes family structure and demographic variables as they appear in population registers and other sources, and the impact of these findings on theoretical syntheses of the European family pattern. On most features, such as population structure, marriage and nuptiality, birth and fertility, death and mortality rates, family and household size and structure, as well as inheritance patterns, the Balkans show an enormous deal of internal variety. This variability is put in a comparative European context by matching the quantifiable results with comparable figures and patterns in other parts of Europe. The second section of the book is a contribution to the long-standing debate over the zadruga, the complex, collective, joint or extended family in the Balkans. Finally, the book considers ideology and mythology and the ways it has adversely affected scholarship on the family, and broadly on population history.

This open access book collects ten essays that look at intra-regional migration in the Southern Balkans from the late Ottoman period to the present. It examines forced as well as voluntary migrations and places these movements within their historical context, including ethnic cleansing, population exchanges, and demographic engineering in the service of nation-building as well as more recent labor migration due to globalization. Inside, readers will find the work of international experts that cuts across national and disciplinary lines. This cross-cultural, comparative approach fully captures the complexity of this highly fractured, yet interconnected, region. Coverage explores the role of population exchanges in the process of nation-building and irredentist policies in interwar Bulgaria, the story of Thracian refugees and their organizations in Bulgaria, the changing waves of migration from the Balkans to Turkey, Albanian immigrants in Greece, and the diminished importance of ethnic migration after the 1990s. In addition, the collection looks at such under-researched aspects of migration as memory, gender, and religion. The field of migration studies in the Southern Balkans is still fragmented along national and disciplinary lines. Moreover, the study of forced and voluntary migrations is often separate with few interconnections. The essays collected in this book bring these different traditions together. This complete portrait will help readers gain deep insight and better understanding into the diverse migration flows and intercultural exchanges that have occurred in the Southern Balkans in the last two centuries.

Today, more than fifteen years after the end of the wars that accompanied Yugoslavia's dissolution, the "Balkan question" remains more than ever a "European question". In the eyes of many Europeans in the 1990s, Bosnia was the symbol of a collective failure, while Kosovo later became a catalyst for an emerging Common Foreign and Security Policy (CFSP). In the last decade, however, the overall thrust of the EU's Balkans policy has moved from an agenda dominated by security issues related to the war and its legacies to one focused on the perspective of the Western Balkan states' accession to the European Union. This Chaillot Paper, which features contributions from authors from various parts of the region, examines the current state of play in the countries of the Western Balkans with regard to EU accession. It brings together both views from the Balkans states themselves and overarching thematic perspectives. For the first time the European Union has become involved in the formation of new nation-states that also aspire to become members of the Union. The EU's transformative power has proved effective in integrating established states; now it is confronted with the challenge of integrating new and sometimes contested states. Against this background, this paper makes the case for a concerted regional approach to EU enlargement, and a renewed and sustained commitment to the European integration of the Western Balkans.
