Governments fail to provide the public goods needed for development when its leaders knowingly and deliberately ignore sound technical advice or are unable to follow it, despite the best of intentions, because of political constraints. This report focuses on two forces—citizen engagement and transparency—that hold the key to solving government failures by shaping how political markets function. Citizens are not only queueing at voting booths, but are also taking to the streets and using diverse media to pressure, sanction and select the leaders who wield power within government, including by entering as contenders for leadership. This political engagement can function in highly nuanced ways within the same formal institutional context and across the political spectrum, from autocracies to democracies. Unhealthy political engagement, when leaders are selected and sanctioned on the basis of their provision of private benefits rather than public goods, gives rise to government failures. The solutions to these failures lie in fostering healthy political engagement within any institutional context, and not in circumventing or suppressing it. Transparency, which is citizen access to publicly available information about the actions of those in government, and the consequences of these actions, can play a crucial role by nourishing political engagement.

For more than 1,300 years Slovenes had lived in Eastern Europe without having a separate Slovene state, but in December of 1990, they voted for independence, or, put more appropriately, for "disassociation" from Yugoslavia. Unfortunately, Slovenia had to fight for its independence, which it did not fully achieve until 1995 after its bloody disintegration with Yugoslavia was over. Since independence, however, Slovenia has prospered; its economy is far ahead of other former communist states and in 2004 Slovenia acceded to both NATO and the European Union, the only republic of former Yugoslavia to do so. Narratives of Triumph and Loss explores the successes, challenges and controversies of women‘s post-conflict political leadership. Through interviews with women who have held significant leadership positions, the book explores the relationships between their educational, professional, activist and personal backgrounds. It situates their stories within historical and contemporary political contexts, illustrating the gendered ways in which women experience politics as citizens and politicians.

Building on a comprehensive theoretical framework that draws on discursive and ideational approaches to populism, this volume offers a comparative mapping of the Populist Radical Left in contemporary Europe. It explores the novel discursive, political and organisational features of several political actors, as well as the conditions of their emergence and success, while being alert to the role of relevant social movements. For many citizens primary health care is the first point of contact with their health care system, where most of their health needs are satisfied but also acting as the gate to the rest of the system. In that respect primary care plays a crucial role in how patients value health systems as responsive to their needs and expectations. This volume analyses the way how primary are is organized and delivered across European countries, looking at governance, financing and workforce aspects and the breadth of the service profiles. It describes wide national variations in terms of accessibility, continuity and coordination. Relating these differences to health system outcomes the authors suggest some priority areas for reducing the gap between the ideal and current realities.

In this case study of the politics of transition in Eastern Europe, Rudolf Martin Rizman provides a careful, detailed sociological explanation and narrative on the emergence of independent statehood and democracy in Slovenia, a small state whose experience is of interest to policy makers, scholars, and serious students of Eastern Europe. In his focus on the transition from an authoritarian to a democratic regime, Rizman analyzes social processes and political issues in the context of the Third Wave of democratization, identifying “zones of certainty and uncertainty.” Challenging many generally accepted ideas about small states and their transitions to democracy, this book places Slovenia’s pattern of democratization in the wider regional context of eastern and central European post-communist transitions. Rizman shows, for example, that a country’s size is merely one factor out of many, and while Slovenes considered the influence of larger states, their choices were not particularly circumscribed by them. Opening with a discussion of the relevant theoretical environment in sociology and political science, Rizman illuminates the complex processes of democratic transition and consolidation. From there, the book analyzes the internal and external processes and factors relevant for Slovenia’s successful trajectory from existence as an ethnically defined sub-nation to an internationally recognized nation-state. After careful consideration of religious, political, military, intellectual, and other socio-political stakeholders in the region, including the somewhat disturbing evidence of the salience of a new “radical Right”, Rizman concludes that Slovenia is irreversibly set on the course of democratization, with indications of having reached the early stages of consolidation.
