Synopsis Opportunities for private sector participation in agricultural water development and management by : F. W. T. Penning de Vries
This study examines ways to increase food security, reduce poverty and achieve economic growth in sub-Saharan Africa with ‘water’ through increased participation of the private sector and publicprivatepartnerships. This report is a summary of the findings from a review of the literature and critical analysis thereof. The ‘private sector’ includes all farmers, farm households, and agriculture-based micro, small and medium enterprises (MSMEs). That is: all entities involved in crop, livestock and fish production and marketing, in post-harvest activities and food processing, and in supply chains for the goods, services and information used in the process. The study examines different types of agricultural water development and management. These include smallholder subsistence farming, cultivation of profit-oriented high-value crops, and peri-urban agriculture, as well as successful examples of private sector involvement in various functions or processes, including planning, design, construction, operations and maintenance. The spotlight on ‘water’ does not imply that other factors, such as off farm employment, market development and education, are unimportant.

Synopsis Costs and Performance of Irrigation Projects by : Arlene B. Inocencio
High irrigation investment costs together with declining world prices for food and the failures of a number of high profile past irrigation projects are the main reasons for the reluctance of development agencies and governments in sub-Saharan Africa to invest more resources in irrigation. This study aims to systematically establish whether costs of irrigation projects in sub-Saharan Africa are truly high, determine the factors which influence costs and performance of irrigation projects, and recommend cost-reducing and performance-enhancing options to make irrigation investments in the region more attractive. It analyzes 314 irrigation projects implemented from 1967 to 2003 in 50 countries in Africa, Asia, and Latin America funded by the World Bank, African Development Bank and the International Fund for Agricultural Development.

Synopsis Water for Food Water for Life by : David Molden
Managing water resources is one of the most pressing challenges of our times - fundamental to how we feed 2 billion more people in coming decades, eliminate poverty, and reverse ecosystem degradation. This Comprehensive Assessment of Water Management in Agriculture, involving more than 700 leading specialists, evaluates current thinking on water and its interplay with agriculture to help chart the way forward. It offers actions for water management and water policy - to ensure more equitable and effective use. This assessment describes key water-food-environment trends that influence our lives today and uses scenarios to explore the consequences of a range of potential investments. It aims to inform investors and policymakers about water and food choices in light of such crucial influences as poverty, ecosystems, governance, and productivity. It covers rainfed agriculture, irrigation, groundwater, marginal-quality water, fisheries, livestock, rice, land, and river basins. Ample tables, graphs, and references make this an invaluable work for practitioners, academics, researchers, and policymakers in water management, agriculture, conservation, and development. Published with IWMI.

Synopsis Irrigation and schistosomiasis in Africa: Ecological aspects by : Boelee, Eline, Madsen, H.
his research report discusses ecological aspects of schistosomiasis transmission and options for its control in irrigated areas in Africa through environmental measures. Human schistosomiasis is endemic in 46 African countries. After being infected by larvae emerging from human excreta and urine deposited in the water, freshwater snails act as intermediate hosts.

Synopsis Private-Sector Engagement in Food Security and Agricultural Development by : Johanna Nesseth Tuttle
With the introduction of Feed the Future the private sector has been named a priority partner. The U.S. food and agriculture sector is a thriving, complex industry that has benefited from a legacy of exceptionally strong partnership with the public sector. International markets have expanded dramatically over the past 30 years, in large part due to trade liberalization and increasing demand driven by a growing global population and rising incomes. As private companies learn how to operate in key emerging markets, they gain insights, credibility, and goodwill for future investments. Although companies have a number of opportunities to collaborate with U.S. government programs, matching up with FTF priorities and target countries can be a challenge, and it can be difficult to find the right connection between FTF and a company's specific skills and goals. Going forward, maintaining and supporting the focus of FTF priorities are important, but ways must also be found to encourage investment and work in countries that, while not FTF countries, could generate strong results from private investment in the agriculture sector.

Synopsis Private Sector Participation in Water Infrastructure by : Organisation for Economic Co-Operation and Development (OECD)
Part of OECD Water Policy and Finance Set - Buy all four reports and save over 30% on buying separately! Many countries have sought the involvement of the private sector to upgrade and develop their water and sanitation infrastructure and improve the efficiency of water systems. However, high capital intensity, large initial outlays, long pay-back periods, immobility of assets and low rates of return generate high risks. These factors, when combined with poor initial information and weak investment environment, limit the scale of private sector participation in water and sanitation infrastructure. Recognising this, the OECD has developed practical guidance, building on the OECD Principles for Private Sector Participation in Infrastructure, to help governments and other stakeholders to assess and manage the implications of involving private actors in the financing, development and management of water and sanitation infrastructure. The resulting OECD Checklist for Public Action provides a coherent catalogue of policy directions for consideration by governments, including appropriate allocation of roles, risks and responsibilities, framework conditions and contractual arrangements necessary to make the best of private sector participation and harness more effectively the capacities of all stakeholders. Synopsis Water-Wise: Smart irrigation strategies for Africa by : Malabo Montpellier Panel
The report begins with an overview of the challenges on agricultural systems to make more food available and accessible and lays out the potential of irrigation to make agriculture more productive, efficient and profitable for smallholder farmers. A discussion on the potential to expand irrigation across Africa and barriers to uptake including an analysis of the inherent risks and desired outcomes of irrigation forms the next section. The report reviews the traditional and new, innovative smallscale and large-scale irrigation approaches and technologies that have been implemented in Africa, followed by an analysis of the experiences of six African countries that have been particularly innovative and successful in terms of their institutional and policy design for irrigation. The report closes by drawing some key lessons and offering nine recommendations for actions by African governments and the private sector.
