This report identifies eight key data governance mechanisms to maximise benefits to patients and to societies from the collection, linkage and analysis of health data, and to minimise risks to both patient privacy and the security of health data.

Health data are essential to modern health care delivery, health system management and research and innovation, and must be well governed to foster their use while protecting privacy and data security. The 2016 OECD Recommendation on Health Data Governance provides a roadmap towards more harmonised approaches to health data governance across countries.

This report explores how data and digital technology can help achieve policy objectives and drive positive transformation in the health sector while managing new risks such as privacy, equity and implementation costs. This report examines primary health care across OECD countries before the COVID-19 pandemic, and draws attention to how primary health care is not living up to its full potential. Doing things differently – through new models of organising services, better co-ordination among providers, better use of digital technology, and better use of resources and incentives – helps to improve care, reduce the need for hospitalisations, and mitigate health inequalities.

This report discusses the need for an integrated and cyclical approach to managing health technology in order to mitigate clinical and financial risks, and ensure acceptable value for money.

In the 30 years since the inception of the Unified Health System (Sistema Único de Saúde, or SUS), Brazil has reduced health inequalities, and improved coverage and access to health care. However, mobilising sufficient financing for the universal health coverage mandate of SUS has been a constant challenge, not helped by persistent inefficiencies in the use of resources in the Brazilian health system.

This report proposes a long-term management of earlier NeRN work to be utilized also in the European and OECD context, and indicators on patients and citizens' use and experiences of eHealth services. An update to prior eHealth policy analysis shows an increase on governance and stakeholder involvement in all countries. The existing NeRN indicators form a good basis for continued monitoring. Common eHealth indicators from citizens’ point of view are needed. Current Nordic citizen surveys offer a good basis for this. Decisions on governance of eHealth benchmarking work and of collaboration between several different reporting organisations are required for long-term maagement on eHealth benchmarking. With very similar eHealth policy goals, the EU, WHO, and OECD should join forces in defining common indicators to be collected nationally and reported internationally (e.g. by Eurostat).
