Synopsis New Directions in Child Abuse and Neglect Research by : National Research Council

Each year, child protective services receive reports of child abuse and neglect involving six million children, and many more go unreported. The long-term human and fiscal consequences of child abuse and neglect are not relegated to the victims themselves-they also impact their families, future relationships, and society. In 1993, the National Research Council (NRC) issued the report, Under-standing Child Abuse and Neglect, which provided an overview of the research on child abuse and neglect. New Directions in Child Abuse and Neglect Research updates the 1993 report and provides new recommendations to respond to this public health challenge. According to this report, while there has been great progress in child abuse and neglect research, a coordinated, national research infrastructure with high-level federal support needs to be established and implemented immediately. New Directions in Child Abuse and Neglect Research recommends an actionable framework to guide and support future child abuse and neglect research. This report calls for a comprehensive, multidisciplinary approach to child abuse and neglect research that examines factors related to both children and adults across physical, mental, and behavioral health domains-including those in child welfare, economic support, criminal justice, education, and health care systems-and assesses the needs of a variety of subpopulations. It should also clarify the causal pathways related to child abuse and neglect and, more importantly, assess efforts to interrupt these pathways. New Directions in Child Abuse and Neglect Research identifies four areas to look to in developing a coordinated research enterprise: a national strategic plan, a national surveillance system, a new generation of researchers, and changes in the federal and state programmatic and policy response.

Synopsis New Directions in Child Support Assurance (Classic Reprint) by : United States Congress Senat Children

Excerpt from New Directions in Child Support Assurance The subcommittee met, pursuant to notice, at 11:09 a.m., in room Sr-385, Russell Senate Office Building, Hon. Christopher J. Dodd (chairman of the subcommittee) presiding. Present: Senator Dodd. Opening Statement of Senator Dodd Senator Dodd. The committee will come to order. Let me apologize for a couple of things, I guess, this morning. First, I can hardly see you out there. You almost need binoculars. I feel like a member of the Politburo or something up here, from days gone by, looking out over the audience. But I apologize for the late start we've had a series of votes this morning in the Senate - and also for some of the construction going on out here. But let me thank all of you for being with us this morning to participate in this hearing on new directions in child support: child support assurance. We have some excellent witnesses who have had some very strong experiences in this area, strong interest and feelings about the subject matter, not the least of which is the distinguished lieutenant governor of the State of Virginia. We re deeply honored that Lieutenant Governor Beyer is here with us this morning to share with us his thoughts. At any rate, let me begin with just a short statement, if I could. Id like to welcome everyone to the subcommittee. Much of our attention in Congress in recent days has been focused on promoting the economic security of our Nation through the Presidents deficit reduction plan, which I am confident we will have on the Presidents desk by weeks end. We know that, for our Nation to remain strong, we must control our growing deficit and put our economy on track. Today, we re going to focus on the economic security and stability of children, whose day-to-day existence becomes quite precarious when such security is lacking. For many children whose parents live apart, economic uncertainty looms when one parent does not live up to his or her financial responsibility to contribute to the child's well-being. Synopsis New Directions in Special Education by : Thomas Hehir

A comprehensive study that is also practical and realistic, New Directions in Special Education outlines principles for decisionmaking about special education at every level—from the family to the classroom, school, and district—and for state and federal policy. With this volume, leading scholar and disability advocate Thomas Hehir opens a new round of debate on the future of special education. Extending the conceptual framework developed in his seminal 2002 article in the Harvard Educational Review, "Eliminating Ableism in Education," Hehir examines the ways that cultural attitudes about disability systematically distort the education of children with special needs and uses this analysis to lay out a fresh approach to special education policy and practice. Hehir traces the roots of "ableism"—the pervasive devaluation of people with disabilities—and shows how negative attitudes continue to shape debates in the field. He assesses recent trends in special education policy, particularly the shift of emphasis from compliance to outcomes, and discusses in depth the successes and limitations of the inclusion movement. He also investigates the impact of standards-based reforms on children with disabilities and critically examines the promise of Universal Design for Learning.

Synopsis Sex Offender Laws, Second Edition by : Richard Wright

Praise for the First Edition: "Sex Offender Laws . . . is a good source for [a] balanced, objective, and thorough critique of our current sex offender policies as well as a source for accurate information about a very heterogeneous population. . . . The message that sexual abuse is often a multifaceted and complex issue and that policy based on quick fixes or knee jerk reactions does not often work will be informative and enlightening to many readers." óSex Roles "[T]his fine book by Richard Wright and his distinguished collaborators provides the evidence that wise policy makers would want to consider. It covers every major field of research concerning sex offenders and sexual offenses and provides evidence of bad practices and policies. Intellectually honest politicians should read this book." óMichael Tonry, LLB, Professor of Law and Public Policy, University of Minnesota Law School (from the Foreword) The most comprehensive book available about sex offender policies and their efficacy, Sex Offender Laws has been widely embraced as a text for courses in criminal justice, social work, and psychology. Now updated to keep pace with rapidly changing laws and policies, this second edition features an increased emphasis on policy and program alternatives. It incorporates new content on high-profile issues affecting adolescent sex offenders, critical analyses of the results of recent studies on sex offender policies, effective approaches in preventing recidivism, and cutting-edge research in the fields of criminal justice, law, forensic psychology, and social work. The second edition continues to document and assess the full gamut of laws designed to respond to and prevent sexual violence. The majority of sex offender policiesóoften developed as "quick fixes" in response to high-profile casesóare not based on empirical evidence, nor have they demonstrated any significant reduction in offender recidivism. This new edition showcases alternative models that offer innovative and victim-centered approaches to combating sexual violence. Expert authors explore critical, controversial topics such as sexting, Internet sexual solicitation, the death penalty, mandatory sentencing, statutory rape, age of consent laws, and community responses. The book examines the political "untouchability" of sex offender laws and their adverse effects; despite their popularity, sex offender laws have largely failed to keep people safe and actually promote an inaccurate sense of vulnerability. The text also analyzes the role of the media and presents a new chapter on Sexual Assault Nurse Examiner programs. Expert contributors include Karen Terry, author of Sexual Offenses and Offenders, and others who bring a wealth of insight to the field of sex offense. New to the Second Edition: Emphasizes policy and program alternatives to currently ineffective policies Provides new content on the criminalization of adolescent sexuality Analyzes the role of the media in sex offense and sex offense policies Critically discusses state implementation of the 2006 Adam Walsh Act Introduces new policy alternatives including environmental criminology and its use toward sexual violence prevention and the increasing use of civil litigation in sexual assault cases Examines the political "untouchability" of sex offender laws and their adverse affects and unintended consequences
