The complex and dynamic interlinks between natural resource management (NRM) and development have long been recognized by national and international research and development organizations and have generated voluminous literature. However, much of what is available in the form of university course books, practical learning manuals and reference materials in NRM is based on experiences from outside Africa. Managing Natural Resources for Development in Africa: A Resource Book provides an understanding of the various levels at which NRM issues occur and are being addressed scientifically, economically, socially and politically. The book's nine chapters present state-of-the-art perspectives within a holistic African context. The book systematically navigates the tricky landscape of integrated NRM, with special reference to Eastern and Southern Africa, against the backdrop of prevailing local, national, regional and global social, economic and environmental challenges. The authors' wide experience, the rich references made to emerging challenges and opportunities, and the presentation of different tools, principles, approaches, case studies and processes make the book a rich and valuable one-stop resource for postgraduate students, researchers, policymakers and NRM practitioners. The book is designed to help the reader grasp in-depth NRM perspectives and presents innovative guidance for research design and problem solving, including review questions, learning activities and recommended further reading. The book was developed through a writeshop process by a multi-disciplinary team of lecturers from the University of Nairobi, Egerton University, Kenyatta University, the University of Zimbabwe, the University of Malawi, Makerere University and the University of Dar es Salam. In addition, selected NRM experts from regional and international research organizations including the World Agroforestry Center (ICRAF), the Africa Forest Forum, RUFORUM, IIRR and the International Development Research Centre (IDRC) participated in the writeshop and contributed material to the book.

There is no question that Africa is endowed with abundant natural resources of different magnitudes. However, more than a decade of high commodity prices and new hydrocarbon discoveries across the continent has led countless international organizations, donor agencies, and non-governmental organizations to devote considerable attention to the potential of natural resource–based development. Rents to Riches> focuses on the political economy of the detailed decisions that governments make at each step of the natural resource management (NRM) value chain. Many resource-dependent developing countries pursue seemingly shortsighted and suboptimal policies when extracting, taxing, and investing resource rents. The book contextualizes these micro-level outcomes with an emphasis on two central political economy dimensions: the degree to which governments can make credible intertemporal commitments to both resource developers and citizens, and the degree to which governments and inclined to turn resource rents into public goods. Based on case studies in Southern Africa, West Africa and East Africa, this book revisits some of the dilemmas and paradoxes associated with the development, management and utilisation of environmental resources, as well as lacklustre official handling of climate change-related challenges, in Sub-Saharan Africa. On the subject of natural resource exploitation, in particular, the book revisits scholarly debates and specific practices around compensation, benefit- and burden-sharing, local participation and space-place dynamics. It highlights fundamental ambiguities in the ways the dominant discourses and policy responses have been framed and mobilised, and examines epistemic and ideational incongruences that have hobbled and sometimes negated the effectiveness of otherwise well-intentioned interventions. On climate change, the book revisits debates around the vulnerability-assets nexus with regard to mitigation and adaptation, as well as the intersection of climate information and livelihoods in agro-based settings. The contradictions, gaps and limitations of climate change policies and strategies in different regions are re-examined based on new data. In the last few years, the Environment and Natural Resources Working Group of the South African Sociological Association (SASA) has intensified efforts to go beyond the annual SASA Congresses and the production of journal articles, in making the research agendas of its members more visible to the global scholarly and policy community. This book is a critical examination of the place and role of land in Africa, the role of land in political formation and national identification, and the land as an economic resource within both national economic development and liberal globalization. Colonial and post-colonial conflicts have been rooted in four related claims: the struggle over scarce resources, especially access to land resources; abundance of natural resources mismanaged or appropriated by both the states, local power systems and multinationals; weak or absent articulated land tenure policies, leading to speculation or hybrid policy framework; and the imperatives of the global liberalization based on the free market principles to regulate the land question and mineral appropriation issue. The actualization of these combined claims have led to conflicts among ethnic groups or between them and governments. This book is not only about conflicts, but also about local policy achievements that have been produced on the land question. It provides a critical understanding of the forces and claims related to land tenure systems, as part of the state policy and its system of governance.
