The Government's first mutual joint venture MyCSP, which administers pensions for 1.5 million civil service employees, has the potential to be good value for money with a projected saving of 25 per cent on costs after seven years. However, the complexity of the deal combined with poor quality of data, initial planning, and infrastructure meant that it took the Cabinet Office longer than intended to finalise the transaction. Furthermore, the Department and MyCSP still face many large challenges in transforming the service. The biggest challenge is improving data to support the implementation of the new 2015 pension scheme. The deal is projected by the Department to reduce the cost of administration by 25 per cent, to £13 per member per year by 2019. Scheme members should receive a better quality of service as a result of significant investment in the business by the private sector partner, Equiniti Paymaster, and a payment mechanism that penalizes MyCSP if it misses the service standard levels in the contract. The deal also means that MyCSP now has a credible plan to meet the challenges of the 2015 civil service pension reforms, including data improvement. The Department did not initially make the most of the opportunities to learn from this transaction as a pathfinder, but has now reviewed the lessons learned from executing the transaction and has put in place an evaluation strategy. The Cabinet Office must now ensure it evaluates the longer-term comparative performance of MyCSP and captures and disseminates the lessons learnt from the deal.

The Government recognises that aid spending has sometimes been controversial at home because people want to know that it is squarely in the UK's national interest. Recent crises have proved, though, why aid is so important for us as well as for the countries we assist. The 2015 Spending Review is therefore being used to fundamentally review how this budget is spent. Spending will be shaped according to four strategic objectives. The strategy sets out how, as a result of the new approach, we will: allocate 50% of all DFID's spending to fragile states and regions; increase aid spending for the Syrian crisis and the related region; end all traditional general budget support - so we can better target spending; use an expanded cross-government Conflict, Stability and Security Fund (CSSF) to underpin our security objectives by supporting the international work of the National Security Council (NSC); create a £500 million ODA crisis reserve to allow still greater flexibility to respond to emerging crises such as the displacement of Syrian refugees; fund a new £1 billion commitment to global public health (the "Ross Fund") which will fund work to tackle the most dangerous infectious diseases, including malaria. The fund will also support work to fight diseases of epidemic potential, such as Ebola, neglected tropical diseases, and drug resistant infections; and use a new cross-government Prosperity Fund, led by the NSC, to drive forward our aim of promoting global prosperity.

This White paper puts forward a comprehensive policy framework across public services. It sets out the principles for reforming public services and how they apply to existing policies. It also, crucially, outlines a range of wider ambitions for further consultation. The Government plans to follow five principles for modernising public services: wherever possible choice will be increased; public services should be decentralised to the lowest possible level; public services should be open to a range of providers; ensuring fair access to public services and that public services should be accountable to users and to taxpayers. In applying these principles it is recognised that different public services have different characteristics and the proposals are tailored accordingly. In essence, three different categories of public services are identified: individual services; neighbourhood services; and commissioned services. For individual services the aim is to put power in the hands of the people who use them; for neighbourhood services the aim is to put power in the hands of the elected councils; and for commissioned services, the intention is to open up and, where appropriate, decentralise commissioning to ensure greater quality and diversity.
