This paper reports on three regional assessments carried out to identify and draw lessons from on-the-ground initiatives in multiple-use forest management in the Amazon Basin, the Congo Basin and Southeast Asia. In all three regions, information was collected through interviews with country-based forestry experts, forest managers and technicians. A complementary, web-based questionnaire further examines the reasons for the successes and failures of multiple-use forests management initiatives.

SMFEs play a crucial role in supporting livelihoods and forest-based economies. However, barriers such as policy environments, lack of support tools, and management challenges need to be addressed. Forest management planning can help overcome these barriers by ensuring legal compliance, mitigating risks, promoting sustainability, and supporting marketing and value chain development. It is also a valuable tool for empowering local forest users, involving stakeholders, and negotiating benefit-sharing arrangements.The process of forest management planning involves gathering information, defining objectives, developing silvicultural and ecosystem services plans, creating a business plan, planning for unusual events, and establishing a monitoring system. It is an adaptive learning process that continuously evaluates and adapts plans based on the results of forest management activities. Stakeholder engagement is key to developing a socially acceptable forest management plan, starting with identifying stakeholders, creating awareness, informed discussions, and monitoring to keep stakeholders accountable for their agreed responsibilities. Negotiating expectations and building consensus helps identify conflicts and integrate qualitative data to improve decision-making in multiple-use forest management.In conclusion, forest management planning is essential for sustainable forest management, contributing to the well-being of communities, the environment, and the economy. This guide provides a framework for forest management planning, guiding forest managers through the planning process stepwise and providing advice on information sources needed during the planning process. The framework can be adapted to national and local contexts in line with relevant regulatory requirements.

In 1996 a major six-year research programme, 'Economic Optimisation of Multiple-Use Forestry and Other Natural Resources' was implemented at Department of Economics and Natural Resources, The Royal Veterinary and Agricultural University (KVL), Copenhagen. The research is funded by KVL; The Danish Agricultural and Veterinary Research Council; The Danish Research Academy; The Danish Forest and Landscape Institute; The Danish Forest and Nature Agency; and The Danish Environmental Protection Agency. The overall objective of the research programme is to enhance the economic theory of sustainable multiple-use forestry and landscape management planning. Emphasis is on decision-making ! management planning from an economic point of view, the basic criterion being rationality as implemented by application of Operations Research methods with regard to sustainable and multiple use of forests and other natural resources in the landscape. The research programme benefits from collaboration agreements with University of California at Berkeley, Department of Agricultural and Resource Economics, and Oregon State University, Department of Forest Resources. As part of the research programme, a second international conference and workshop was held 6 - 12 August, 1998 at KVL, with the title: '2nd Berkeley-KVL Conference on Natural Resource Management -Design and Implementation of Multiple-Use Management'. This event was financed by The Danish Research Academy. Some of the papers presented were selected for peer-reviewing and subsequent publishing. The outcome is the present book in which no paper has been previously published.

The influence of the past, and of the future on current-time tradeoffs in the forest arena are particularly relevant given the long-term successions in forest landscapes and the hundred years’ rotations in forestry. Historically established path dependencies and conflicts determine our present situation and delimit what is possible to achieve. Similarly, future trends and desires have a large influence on decision making. Nevertheless, decisions about forest governance and management are always made in the present – in the present-time appraisal of the developed situation, future alternatives and in negotiation between different perspectives, interests, and actors. This book explores historic and future outlooks as well as current tradeoffs and methods in forest governance and management. It emphasizes the generality and complexity with empirical data from Sweden and internationally. It first investigates, from a historical perspective, how previous forest policies and discourses have influenced current forest governance and management. Second, it considers methods to explore alternative forest futures and how the results from such investigations may influence the present. Third, it examines current methods of balancing tradeoffs in decision-making among ecosystem services. Based on the findings the authors develop an integrated approach – Reflexive Forestry – to support exchange of knowledge and understandings to enable capacity building and the establishment of common ground. Such societal agreements, or what the authors elaborate as forest social contracts, are sets of relational commitment between involved actors that may generate mutual action and a common directionality to meet contemporary challenges.
