Synopsis Modernizing Governance by : Janet Newman
′Janet Newman′s ′Modernizing Governance′ provides a comprehensive and thorough critique of contemporary public sector reforms. The book combines an impressive synthesis of theoretical perspectives with a deep understanding of the practice of public policy making and management. The contradictions within a shift to governance are clearly highlighted, and the notion of a third way is carefully deconstructed. This book is an important contribution to the literature, and will provide stimulating reading for academic researchers and students′ - George Boyne, Professor of Public Sector Management, Cardiff Business School, Cardiff University ′The tale of Tony Blair and "government" is a complicated one which Janet Newman tells with insight and academic rigour....It deserves wide readership; it ought to pique the interest of all those concerned with the condition of British democracy′ - David Walker, Analysis Editor and Leader Writer, The Guardian The first comprehensive guide that explores the politics and policies of new Labour. Has Labour′s responses to the challenges and issues of the past 4 years, represented something radically different both in content and style from the Thatcher and Major years? Did it, in the language of this book, represent the emergence of a new form of governance in the UK? This book offers: Critical insights into Labour′s impact on: § the relationship between government and citizens § public services and their users § the state and civil society Interpretations of core themes in Labour′s policy agenda: § the Third Way and social democracy § modernising government § public service reform § joined-up government and partnership § public participation and democratic renewal § remaking civil society Drawing on cultural and institutional theory, the author brings a fresh approach to the study of governance, politics and policy. She traces Labour′s attempt to reinstall ′the social′ in public and social policy by examining its use of the discourses of democracy, citizenship, community, social inclusion, partnership and public participation. The book analyses the implications of these new, and not so new, discourses for the practice of making and delivering policy, and the patterns of equality and diversity that they invoke. It also highlights the way in which managers, professionals and staff are responding to the new agenda, and the tensions and dilemmas produced in the process of institutional change.

Synopsis From New Public Management to New Political Governance by : Herman Bakvis
With the direct participation of partisan political staff in governance, the onset of permanent election campaigns heavily dependent on negative advertising, and the expectation that the public service will not only merely implement but enthusiastically support the agenda of the elected government, we are experiencing a new form of political governance. The late Peter Aucoin (1943-2011) has argued that traditional norms of impartial loyalty have been displaced by partisanship on the part of civil servants and that the political executive is keen on directly controlling all aspects of communication and interaction between government and citizens. The arrival of "New Political Governance" has a direct bearing on the long-standing tension between the need of ensuring democratic control over bureaucracy, while also allowing the public service sufficient flexibility to exercise discretion, judgment, and professional expertise when implementing and managing programs. Through a series of essays using Aucoin's "New Political Governance" framework, leading scholars in the field address the manner in which this tension and its conflicts have played out over the past decade in different domains. Contributors examine themes including accountability, democracy, public management and reform, the paradoxes of electoral democracy, and the dilemmas of democratic governance. Contributors include: Mark Jarvis (University of Victoria), Herman Bakvis (University of Victoria), B. Guy Peters (University of Pittsburg), Donald Savoie (Université de Moncton), Allan Tupper (University of British Columbia), Lori Turnbull (Dalhousie), David E. Synopsis Modernizing the Public Sector by : Irvine Lapsley
As policymakers and scholars evaluate possible ways forward in the reform and renewal of public services by governments caught up in a recessionary environment, this book aims to offer something different – a comprehensive analysis of the development of the ‘Scandinavian’ way of modernizing public-sector management. No book has yet provided an inside view of the development and character of New Public Management (NPM) in Scandinavia. Although there is a general perception that there is a clear-cut ‘Scandinavian’ model of public policy and management, this book offers a more nuanced interpretation, illuminating subtle distinctions in political, social and economic context which are significant in identifying receptive contexts for the adoption of modernization policies. Organized into three main themes in the modernization of the welfare state – management, governance and marketization – the contents revolve around unique empirical accounts, revealing distinctive Scandinavian characteristics of reform initiatives. The received wisdom may be a hesitant follower of the UK and the USA. But this book offers an alternative interpretation, revealing an edginess in certain Scandinavian settings, particularly in Sweden, which is a largely unrecognized. Without compromising the welfare state, it may be a bold frontrunner in the development of New Public Management.

Synopsis Modernising solid waste management at municipal level by : Christine Majale Liyala
The performance of local authorities is vital for high quality flow of key public services such as solid waste collection and treatment. This publication discusses and analyses in-depth the institutional arrangements for the management of domestic solid wastes in three urban centres bordering the lake Victoria Basin in East Africa: Kisumu, Jinja and Mwanza. It presents research on the different (public and private) systems for municipal waste service delivery in this region. It makes use of existing theories on network governance and on developmental state and multi-level governance and applies the concept of 'modernised mixtures' when studying centralised and decentralised configurations for handling urban solid waste. It is shown that for solid waste management, arrangements for service provision in the urban centres have evolved in direct response to locally specific conditions. It is argued that 'modernised mixtures' are important for improving the performance of local authorities in waste service provision since they offer flexible perspectives which build upon existing practices and (state) capacities in the particular East African contexts.

Synopsis Modernizing Learning by : JJ Vogel-Walcutt
Modernizing Learning: Building the Future Learning Ecosystem is an implementation blueprint for connecting learning experiences across time and space. This co-created plan represents an advancement of how and where learning will occur in the future. Extensive learning and technological research has been conducted across the myriad disciplines and communities needed to develop this holistic maturation of the learning continuum. These advancements have created the opportunity for formal and informal learning experiences to be accessible anywhere, anytime, and to be personalized to individual needs. However, for full implementation and maximal benefits for learners of all ages and within all communities to be achieved, it is necessary to centralize and coordinate the required connections across technology, learning science, and the greater supporting structures. Accordingly, the ADL Initiative has taken the lead in this coordination process, connecting Government, Military, Academia, Industry, and K-12 teachers, instructors, technologists, researchers, and implementers to create and execute a coordinated transition process. Input was included from stakeholders, communities, and supporting entities which will be involved in this advancement of the life-long learning ecosystem.
