An energy economic assessment model for application to energy assessments in developing countries is described. A simple comprehensive treatment of the energy sector is emphasized. The input output model is directly incorporated in the Energy system LP. The major supply sectors, as well as the major energy using industries, are modelled as capacity expansion problems, in which explicit distinction is made between capital stock and energy flows. For most developing countries the notion of energy supply curves is far fetched, since energy prices are set by planning authority, not established by market clearing equilibrium.

First Published in 1997, Naqvi provides a sophisticate model of Pakistan’s economy and study of energy pricing issues. For researching these areas , this book focuses on substitution possibilities between different energy products and between energy products and other inputs to production; production functions for the main energy producing and using industries ; the operation of price regulations for energy and other products ; rural-urban migration and income distribution and social welfare.

This volume, developed in honor of Dr. Dundar F. Kocaoglu, aims to demonstrate the applications of the Hierarchical Decision Model (HDM) in different sectors and its capacity in decision analysis. It is comprised of essays from noted scholars, academics and researchers of engineering and technology management around the world. This book is organized into five parts: Technology Policy Planning, Strategic Technology Planning, Technology Assessment, Application Extensions, and Methodology Extensions. Dr. Dundar F. Kocaoglu is one of the pioneers of multiple decision models using hierarchies, and creator of the HDM in decision analysis. HDM is a mission-oriented method for evaluation and/or selection among alternatives. A wide range of alternatives can be considered, including but not limited to, different technologies, projects, markets, jobs, products, cities to live in, houses to buy, apartments to rent, and schools to attend. Dr. Kocaoglu’s approach has been adopted for decision problems in many industrial sectors, including electronics research and development, education, government planning, agriculture, energy, technology transfer, semiconductor manufacturing, and has influenced policy locally, nationally, and internationally. Moreover, his students developed advanced tools and software applications to further improve and enhance the robustness of the HDM approach. Dr. Kocaoglu has made many contributions to the field of Engineering and Technology Management. During his tenure at Portland State University, he founded the Engineering and Technology Management program, where he served as Program Director and later, Department Chair. He also started the Portland International Conference on Management of Engineering and Technology (PICMET), which organizes an annual conference in international locations such as Korea, Turkey, South Africa, Thailand, and Japan. His teaching has won awards and resulted in a strong sense of student loyalty among his students even decades later. Through his academic work and research, Dr. Kocaoglu has strongly supported researchers of engineering management and has provided tremendous service to the field. Over the past decade almost all developing countries have established energy planning activities in response to the grave problems that have arisen as a result of the drastic increase in energy prices, of the burden of energy related investment debt service, and of the problems of deforestation. Although the insti tutional and organizational responses are quite varied, it is largely engineers and economists who have been called upon to provide the necessary analytical capability to support policy decisions in the energy area. However, as evidenced by the recent participants in the Energy Management Training Program (EMTP), many of the analytical techniques now regarded as appropriate go beyond the usual background of those who are now assigned to such tasks. Among global environmental issues, climate change has received the largest attention of national and global policy makers, researchers, industry, multilateral banks and NGOs. Climate change is one of the most important global environmental problems with unique characteristics. It is global, long-term (up to several centuries) and involves complex interactions between climatic, environmental, economic, political, institutional and technological pressures. It is of great significance to developing countries as all the available knowledge suggests that they, and particularly their poorer inhabitants, are highly vulnerable to climate impacts. The projected warming of 1. 4 to 5. 8° C by 2100 and the related changes in rainfall pattern, rise in sea-level and increased frequency of extreme events (such as drought, hurricanes and storms) are likely to threaten food security, increase fresh water scarcity, lead to decline in biodiversity, increase occurrence of vector-borne diseases, cause flooding of coastal settlements, etc. Recognizing the potential threat of severe disruptions, the United Nations Conference on Environment and Development was organized in 1992 in Rio de Janeiro, Brazil to begin to address ways to reduce these impacts, which led to the formulation of the UN Framework Convention on Climate Change. This Convention and the subsequent Kyoto Protocol recognize “the common but differentiated responsibility” of developing and industrialized countries in addressing climate change. Developing countries thus have a unique role to play in formulating a sound, reasoned, and well informed response to the threat of climate change.
