Contributing to our understanding of the impact of the 2015 migrant “crisis” on the future of EU integration, this book views the “crisis” as an accelerant to existing problems, namely Brexit, the growing popularity of anti-immigrant far right parties and the rise of xenophobic and antiliberal governments from the Baltics to the Balkans. Providing analysis at the national, regional level and EU level, this book shows how the countries on the migrant route have been affected according to their degree of integration with the EU and the specific socio-political and economic conditions of each country. This book gives a complex description and discussion of today’s populist attacks against the European Union (EU) following the financial crisis of 2008, which opened the floodgates of dissatisfaction, and the migration crisis which destabilized the traditional solidarity basis of the EU. The problem of Brexit is also explored. Each chapter presents one of the main elements of the crisis of the EU. These include West European populism, Central European right-wing populism in power, and the exploitation of the EU’s mistake during the migration crisis of the mid-2010s. These also include the discovery of Christian ideology against immigration and hidden anti-Semitic propaganda using a hysterical attack against the liberal billionaire philanthropist George Soros, and Brexit. There is a detailed discussion of the failures of the EU to pacify the neighbourhood in the South and North, especially in Ukraine, and the rising hostile outside enemies of the EU, including Russia and Turkey, bad relationships with Trump’s America, the uncertainty of NATO, and the emergence of a new rival, China, that enters into the Central European edge of the EU. This volume analyses civil society as an important factor in the European refugee regime. Based on empirical research, the chapters explore different aspects, structures and forms of civil society engagement during and after 2015. In this open access book, experts on integration processes, integration policies, transnationalism, and the migration and development framework provide an academic assessment of the 2011 European Agenda for the Integration of Third-Country Nationals, which calls for integration policies in the EU to involve not only immigrants and their society of settlement, but also actors in their country of origin. Moreover, a heuristic model is developed for the non-normative, analytical study of integration processes and policies based on conceptual, demographic, and historical accounts. The volume addresses three interconnected issues: What does research have to say on (the study of) integration processes in general and on the relevance of actors in origin countries in particular? What is the state of the art of the study of integration policies in Europe and the use of the concept of integration in policy formulation and practice? Does the proposal to include actors in origin countries as important players in integration policies find legitimation in empirical research? A few general conclusions are drawn. First, integration policies have developed at many levels of government: nationally, locally, regionally, and at the supra-national level of the EU. Second, a multitude of stakeholders has become involved in integration as policy designers and implementers. Finally, a logic of policymaking—and not an evidence-based scientific argument—can be said to underlie the European Commission’s redefinition of integration as a three-way process. This book will appeal to academics and policymakers at international, European, national, regional, and local levels. Written from a pan-European perspective, this book examines the decision-making processes in immigration and integration policies in Europe across decades, focusing on several key moments of Europe’s postwar history. The analysis of factors taken into consideration by states in key moments of immigration policy (re)formulation shows that Europe is moving away from rational, economic arguments towards more political ones. This book contributes to the theoretical and practical debate regarding immigration and integration policies by arguing that – contrary to assumptions – immigration policy should not be treated as having precedence before integration policy. It also reflects on the growing anti-immigration sentiments as well as the securitisation and criminalisation of migration issues that are fuelled by right-wing politics.
