In Managing Inequality, Karen R. Miller examines the formulation, uses, and growing political importance of northern racial liberalism in Detroit between the two World Wars. In the wake of the Civil War, many white northern leaders supported race-neutral laws and anti-discrimination statutes. These positions helped amplify the distinctions they drew between their political economic system, which they saw as forward-thinking in its promotion of free market capitalism, and the now vanquished southern system, which had been built on slavery. But this interest in legal race neutrality should not be mistaken for an effort to integrate northern African Americans into the state or society on an equal footing with whites. During the Great Migration, which brought tens of thousands of African Americans into Northern cities after World War I, white northern leaders faced new challenges from both white and African American activists and were pushed to manage race relations in a more formalized and proactive manner. The result was northern racial liberalism: the idea that all Americans, regardless of race, should be politically equal, but that the state cannot and indeed should not enforce racial equality by interfering with existing social or economic relations. Miller argues that racial inequality was built into the liberal state at its inception, rather than produced by antagonists of liberalism. Managing Inequality shows that our current racial system—where race neutral language coincides with extreme racial inequalities that appear natural rather than political—has a history that is deeply embedded in contemporary governmental systems and political economies.

Some contend, however, that such egalitarianism and self-management come at the cost of efficiency and stability, and are impractical in the long run. Working Democracies focuses on two worker cooperatives in business since the 1970s that transformed from small countercultural collectives into thriving multiracial and largely working-class firms. She shows how democratic worker ownership can provide stability and effective business management, but also shows that broad equality is not an inevitable outcome despite the best intentions of cooperative members. Working Democracies explores the interconnections between organizational structure and organizational culture under conditions of worker control, revealing not only the different effects of managerialism and "participatory bureaucracy," but also how each bureaucratic variation is facilitated by how workers are defined by at each cooperative. Both bureaucratic variation and worker meanings are, she shows, are consequential for the reduction or reproduction of class, gender, and ethnoracial inequalities. Offering a behind the scenes comparative look at an often invisible type of workplace, Working Democracies serves as a guidebook for the future of worker cooperatives.

Northern racial liberalism is the notion that all Americans, regardless of race, should be politically equal, but that the government cannot and indeed should not enforce racial equality by interfering with existing social or economic relations. This book argues that this idea became popular among Detroit's white liberal leaders during and immediately after the First World War and came to be consistently embraced by the majority of mainstream white politicians by the end of the 1920s. This occurred alongside the spectacular expansion of the city's population, economy, physical size, and municipal government. By the 1930s, as city leaders responded to the Great Depression and began to build the local New Deal infrastructure, northern racial liberalism had already come to shape their ideas, define their policies, and characterize their practices.

In the United States, some populations suffer from far greater disparities in health than others. Those disparities are caused not only by fundamental differences in health status across segments of the population, but also because of inequities in factors that impact health status, so-called determinants of health. When these factors are not optimal in a community, it does not mean they are intractable: such inequities can be mitigated by social policies that can shape health in powerful ways. For the past five years, American public schools have enrolled more students identified as Black, Latinx, American Indian, and Asian than white. At the same time, more than half of US school children now qualify for federally subsidized meals, a marker of poverty. The makeup of schools is rapidly changing, and many districts and school boards are at a loss as to how they can effectively and equitably handle these shifts. Suddenly Diverse is an ethnographic account of two school districts in the Midwest responding to rapidly changing demographics at their schools. It is based on observations and in-depth interviews with school board members and superintendents, as well as staff, community members, and other stakeholders in each district: one serving “Lakeside,” a predominately working class, conservative community and the other serving “Fairview,” a more affluent, liberal community. Erica O. Turner looks at district leaders’ adoption of business-inspired policy tools and the ultimate successes and failures of such responses. Turner’s findings demonstrate that, despite their intentions to promote “diversity” or eliminate “achievement gaps,” district leaders adopted policies and practices that ultimately perpetuated existing inequalities and advanced new forms of racism. While suggesting some ways forward, Suddenly Diverse shows that, without changes to these managerial policies and practices and larger transformations to the whole system, even district leaders’ best efforts will continue to undermine the promise of educational equity and the realization of more robust public schools.
