This book demonstrates that studying macroeconomic variables such as fiscal balance or current account positions cannot tell the whole story of the economic consequences of populism. Adopting the ideational definition of populism, the volume shows that Central and Eastern European populists have heavily reshaped redistributive policies; yet, they have not neglected the budget constraint of the general government. Instead, there has been a tendency to disregard the institutional constraints of decision-making in the economy and, in turn, to redefine the regulatory framework and property rights structure of the respective economies. Often neglected in the study of far right organisations, post-communist Europe recently witnessed the rise and fall of a number of populist radical right parties. The Populist Radical Right in Central and Eastern Europe is the first comparative study to focus on the ideology, impact, and electoral performance of this party family in the region. The book advances a series of arguments concerning the context and text of these parties, and systematically analyses the supply-side and demand-side of populist radical right politics. Whilst populist radical right parties in Central and Eastern Europe maintain broad similarities with their West European counterparts, they come across as a distinct phenomenon worthy of study in their own right. Parties like Ataka (Bulgaria), Jobbik (Hungary), and the SNS (Slovakia) resort to historical legacies and contextual idiosyncrasies to frame their ideology; interact with other parties over a number of policy areas; and ultimately compete for public office on the basis of their nativist agenda. This book addresses recent changes in Central and Eastern Europe in order to critically consider the impact of illiberal conservatism on constitutionalism. Right-wing populism and the illiberal constitutionalism of Central and Eastern Europe have challenged both the dominant views of legal scholars and those elements of the legal mainstream that appeared to be firmly entrenched and resistant to change. But, as this book demonstrates, in practical terms, the anti-liberal right has made use of critical methods that were originally conceived as tools for use in emancipatory and left-wing action, absorbing and utilizing a great many of the ideas associated with critical jurisprudential thought. In short, this book maintains, conservative illiberalism has taken over the role that postmodernism could have played: the role of a ‘jester discourse’ relativizing the certainties and finality of liberal democracy. As the book argues, however, what this connection reveals is the necessity of a legal and political response that does not simply and hysterically reaffirm the former liberal hegemony. Rather, drawing on Foucault and post-Marxism, it articulates a concept of agonistic democracy that aims to shift the center of gravity in constitutional discourse away from any naive liberal faith in the nonpolitical. This book will appeal to constitutional lawyers, as well as to legal and political theorists with interests in contemporary populism and liberal thought.

What is the relationship between democracy and political culture in countries undergoing major systemic change? Have subjective political orientations of citizens been important in shaping the development of democracy in central and eastern Europe after the fall of communism? These core questions are tackled by an impressive range of twenty political scientists, sixteen of which are based in the central and eastern European countries covered in this essential new book. Their analyses draw on a unique set of data collected and processed by the contributors to this volume within the framework of the World Values Survey project. This data enables these authors to establish similarities and differences in support of democracy between a large number of countries with different cultural and structural conditions as well as historical legacies. The macro-level findings of the book tend to support the proposition that support of democracy declines the further east one goes. In contrast, micro-level relationships have been found to be astonishingly similar. For example, support of democracy is always positively related to higher levels of education – no matter where an individual citizen happens to live. This new book builds a clear understanding of what makes democracies strong and resistant to autocratic temptation.
