The crisis in the Sahel is serious and multidimensional, and if it continues unabated it could have consequences far beyond the region. As the states of the region are too poor and weak to deal with this on their own, international support is needed. the current international emphasis on the G5 Sahel should change from a focus on more 'boots on the ground' to support for the development agenda of this embryonic international organisation. The Sahel needs a functioning regional framework and the G5 Sahel has some potential; but the only way to harvest this potential is to help fine-tune it to address the underlying causes of conflict. Improving security conditions in the Sahel is absolutely essential; but neither the inhabitants of the region nor the external stakeholders will find security exclusively through military means. The correct priorities must be set. And at the heart of this there must be an improvement in living conditions and a new system of governance that makes it much less possible for jihadist insurgents to appropriate local land-rights conflicts.

Long on the margins of both scholarly and policy concerns, the countries of the West African Sahel have recently attracted world attention, primarily as a key battleground in the global 'war on terror'. This book moves beyond this narrow focus, providing a multidimensional and interdisciplinary assessment of the region in all of its complexity. The focus is on the six countries at the heart of the Sahelian geographic space: Senegal, Mauritania, Mali, Burkina Faso, Niger, and Chad. Collectively, the chapters explore the commonalities and interconnections that link these countries and their fates, while also underscoring their diversity and the variations in their current realities. The Sahel today is at an important crossroads, under multiple pressures of diverse kinds: environmental, political, demographic, and economic, as well as rapidly changing social and religious dynamics. It is also marked by striking dynamism and experimentation, drawing on a long history of innovation and cultural transfer. In many ways the Sahel is today on the cutting edge of grand natural experiments exploring how humans will adapt to climate change, to technological innovation, to the global movement of populations and the restructuring of world politics, to urbanization, social change, and rapid demographic growth, and to inter-religious contact. The region is a weathervane on the front lines of the forces of global change. In nine thematic sections, the chapters in this book offer holistic analyses of the key forces shaping the region. Including scholars based in Africa, Europe, and the United States, the authors represent an exceptional breadth and depth of expertise on the Sahel.

This open access book on the state of peacebuilding in Africa brings together the work of distinguished scholars, practitioners, and decision makers to reflect on key experiences and lessons learned in peacebuilding in Africa over the past half century. The core themes addressed by the contributors include conflict prevention, mediation, and management; post-conflict reconstruction, justice and Disarmament Demobilization and Reintegration; the role of women, religion, humanitarianism, grassroots organizations, and early warning systems; and the impact of global, regional, and continental bodies. The book's thematic chapters are complemented by six country/region case studies: The Democratic Republic of Congo, Rwanda, Sierra Leone, Sudan/South Sudan, Mozambique and the Sahel/Mali. Each chapter concludes with a set of key lessons learned that could be used to inform the building of a more sustainable peace in Africa. The State of Peacebuilding in Africa was born out of the activities of the Southern Voices Network for Peacebuilding (SVNP), a Carnegie-funded, continent-wide network of African organizations that works with the Wilson Center to bring African knowledge and perspectives to U.S., African, and international policy on peacebuilding in Africa. Drylands cover 41 percent of the earth' s terrestrial surface. The urgency of and international response to climate change have given a new place to drylands in terms both of their vulnerability to predicted climate change impacts and their potential contribution to climate change mitigation. This book aims to apply the new scientific insights on complex dryland systems to practical options for development. A new dryland paradigm is built on the resources and capacities of dryland peoples, on new and emergent economic opportunities, on inward investment, and on the best support that dryland science can offer.

This paper seeks to answer a number of basic questions. First of all just what are land tenure rights and water rights? Second, how do the respective regimes compare? Third what linkages, if any, are there between land tenure rights and water rights and, if there are none, does this matter, either in general or as regards specific aspects of the interface? A key objective of the paper is to examine which aspects of the rights interface merit further research. In comparing the two regimes a final subsidiary objective of this paper is to try and identify which areas, if any, in one sector can shed light on areas for future research in the other.

The State of the World's Land and Water Resources for Food and Agriculture is FAO's first flagship publication on the global status of land and water resources. It is an 'advocacy' report, to be published every three to five years, and targeted at senior level decision makers in agriculture as well as in other sectors. SOLAW is aimed at sensitizing its target audience on the status of land resources at global and regional levels and FAO's viewpoint on appropriate recommendations for policy formulation. SOLAW focuses on these key dimensions of analysis: (i) quantity, quality of land and water resources, (ii) the rate of use and sustainable management of these resources in the context of relevant socio-economic driving factors and concerns, including food security and poverty, and climate change. This is the first time that a global, baseline status report on land and water resources has been made. It is based on several global spatial databases (e.g. land suitability for agriculture, land use and management, land and water degradation and depletion) for which FAO is the world-recognized data source. Topical and emerging issues on land and water are dealt with in an integrated rather than sectoral manner. The implications of the status and trends are used to advocate remedial interventions which are tailored to major farming systems within different geographic regions.

This publication supports processes related to rural communities’ resilience in implementing land restoration of the Great Green Wall Programme on the ground. It serves a dual purpose of consolidating biophysical operations and socio-economic assessments, and is mainly built on five-year interventions and practical experiences gathered through Action Against Desertification. The first part of the publication is a practical manual expressly created for stakeholders, partners, non-governmental organizations and community-based organizations. Its purpose is to guide the implementation of restoration operations at scale on the ground, as well as to provide detailed practical instructions based on the successful results obtained by Action Against Desertification. The manual describes how to implement an innovative approach to the large-scale restoration of degraded land for small-scale farming. This innovative approach consists of combining enrichment planting of native woody and fodder grass species and the preparation of large-scale land for rainwater harvesting and soil permeability. The second part of the manual introduces a methodology for socio-economic assessments. This easy to-to-use approach is based on household surveys and can be used by socio-economic experts to monitor, evaluate and assess the socio-economic impacts of the large-scale restoration interventions. Household surveys are not only used for impact assessment but can potentially serve to collect useful data needed to plan a restoration intervention. Quantitative information is collected through carefully chosen standardized questions to households as samples.

Through a number of case studies from the West African Sahel, this book links and explores natural resources management from the perspectives of politics, property and production.
