Kosovo in the 1990s

The war in Kosovo was a turning point: NATO deployed its armed forces in war for the first time, and placed the controversial doctrine of 'humanitarian intervention' squarely in the world's eye. It was an armed intervention for the purpose of implementing Security Council resolutions-but without Security Council authorization.This report tries to answer a number of burning questions, such as why the international community was unable to act earlier and prevent the escalation of the conflict, as well as focusing on the capacity of the United Nations to act as global peacekeeper.The Commission recommends a new status for Kosovo, 'conditional independence', with the goal of lasting peace and security for Kosovo-and for the Balkan region in general. But many of the conslusions may be beneficially applied to conflicts the world-over.

This book makes the case for the independence of Kosova – the former province of 'old-Yugoslavia' and now temporarily a United Nations-led International protectorate – at a time in which international diplomacy is deeply involved in solving the contested issue of its 'Final Status'. The aim of the book is to counteract the anti-Albanian propaganda waged by some parties, but never to propose a counter-propaganda hostile to others or to the goals of a democratic Kosova.

The question of Kosovan sovereignty and independence has a history which stretches far back beyond the outbreak of war in 1998. This volume is a compilation of key documents on Kosovo from the first half of the twentieth century. These texts, including numerous diplomatic despatches from the British Foreign Office, deal initially with the Albanian uprising against Ottoman rule in the spring of 1912 and, in particular, with the period of the Serbian invasion of Kosovo in late 1912 and the repercussions of the conquest for the Albanian population. The documents from 1918 to the early 1920s focus mainly on endeavours by Albanian leaders, including those of the so-called Kosovo Committee in exile, to bring the plight of their people to the attention of the outside world - endeavours which largely failed. Further documents reflect the situation in Kosovo up to the outbreak of World War II. This collection provides new perspectives on the Kosovo question and includes many documents which have been largely unavailable up to now. It sheds new light on many of the major and minor episodes that channelled and determined subsequent events, including the Kosovo War of 1998-1999 and the declaration of independence in February 2008.

Based on a true story, Alice Mead's stark, affecting novel about a place and conflict she knows well will help young readers understand the war in Kosovo.

The humanitarian intervention in Kosovo provides an excellent case study of civil-military cooperation (CIMIC) in peace operations. The intervention required 40,000 heavily armed combat troops from NATO and Partnership for Peace countries to provide security and coordinate relief efforts with the UN, the OSCE, and over 500 humanitarian organizations. CIMIC provided the mechanism for such cooperation and support. Like any concept employed in coalition warfare, CIMIC varied widely in the quality of its application. This study examines the effectiveness of CIMIC within each brigade area and throughout the province as a whole. It identifies best practices and common mistakes to derive lessons that might inform the conduct of future missions, such as those currently underway in Iraq and Afghanistan.

Kosovo: The Politics of Identity and Space explores the Albanian-Serbian confrontation after Slobodan Milosevic's rise to power and the policy of repression in Kosovo through the lens of the Kosovo education system. The argument is woven around the story of imposed ethnic segregation in Kosovo's education, and its impact on the emergence of exclusive notions of nation and homeland among the Serbian and Albanian youth in the 1990s. The book also critically explores the wider context of the Albanian non-violent resistance, including the emergence of the parallel state and its weaknesses. Kosovo: The Politics of Identity and Space not only provides an insight into events that led to the bloodshed in Kosovo in the late 1990s, but also shows that the legacy of segregation is one of the major challenges the international community faces in its efforts to establish an integrated multi-ethnic society in the territory.
