Arson is a crime that is often committed by young people. An important strategy for preventing deliberate firesetting is intervention with young people who show an unhealthy interest in fire. Fire services in all Australian jurisdictions conduct juvenile arson intervention programs for such young people. These programs are usually run by specially trained firefighters, are carried out in the home of the young person with the involvement of the parents, and focus on the young person's behaviour and their family environment. Most programs are offered to children of all ages, and are not limited to those who have been involved in a criminal offence. The approaches that the programs take vary, but all include education about fire and cognitive behavioural approaches to problem behaviours. Most programs maintain strong linkages with mental health and other social services. To date, there has been limited evaluation of the programs, but anecdotal evidence suggests that they are viewed as successful. Formal, independent evaluation of programs should now be undertaken to ensure that they are effective in stopping firelighting behaviour among young people.

Assessment and Intervention with Children and Adolescents Who Misuse Fire presents practical guidelines to facilitate the clinical assessment and treatment of youth firesetting. Based on nearly four decades of research and intervention experience, the treatment is directed toward reducing any inappropriate involvement in fire or related activities in order to lower the risk for property damage, personal injury, and other adverse consequences associated with these behaviors. This evidence-based intervention provides clinicians with a comprehensive program for school-aged children, early adolescents, and adolescents, and the child and his/her caregiver(s) are both important participants in treatment. The modular approach allows for therapists to be flexible in deciding which topics to cover in order to best meet the needs of children and families. This treatment model encourages more appropriate and safe behaviors in both children/adolescents and their caregivers and provides skills likely to discourage fire involvement. In addition, the materials promote controlling exposure to incendiary materials and opportunities to use fire. The intervention is provided in a single volume, encompassing a practitioner guide, parent workbook, and child/adolescent workbook, including handouts for participating clients.

It also attempted to identify characteristics of firesetters, determine a basis for the variation in the severity of fires set, and determine the chance of recidivism. Specific types of firesetters exhibit a range of different characteristics. Maturational and environmental factors are implicated. Recommends that future examinations of this subject should include an examination of the firesetter's history, including cognitive and behavioural reviews, and parent and family influences and stressors.
