This Open Access book summarizes the key findings from the second cycle of IEA’s International Computer and Information Literacy Study (ICILS), conducted in 2018. ICILS seeks to establish how well schools around the globe are responding to the need to provide young people with the necessary digital participatory competencies. Effective use of information and communication technologies (ICT) is an imperative for successful participation in an increasingly digital world. ICILS 2018 explores international differences in students’ computer and information literacy (CIL), namely their ability to use computers to investigate, create, and communicate at home, at school, in the workplace, and in the community. Participating countries also had an option to administer an assessment of students’ computational thinking (CT), focused on their ability to recognize aspects of real-world problems appropriate for computational formulation, and to evaluate and develop algorithmic solutions to those problems, so that the solutions could be operationalized with a computer. The data collected by ICILS 2018 show how digital competencies can be assessed using instruments representing authentic contexts for ICT use, and how students’ CIL and CT skills relate to school learning experiences, out-of-school contexts, and student characteristics. Those data also show how learning technologies are used in classrooms around the world. Background questionnaires asked students about their use of ICT, and collected information from teachers, schools, and national education systems about the resourcing and teaching of CIL (and CT) within their countries. The results of ICILS 2018 will enable policymakers and education systems to develop a better understanding of the contexts and outcomes of CIL (and CT) education programs.

Mobile phones are close to ubiquitous in developing countries; Internet and broadband access are becoming commonplace. Information and communication technologies (ICTs) thus represent the fastest, broadest and deepest technical change experienced in international development. They now affect every development sector – supporting the work of hundreds of millions of farmers and micro-entrepreneurs; creating millions of ICT-based jobs; assisting healthcare workers and teachers; facilitating political change; impacting climate change; but also linked with digital inequalities and harms – with the pace of change continuously accelerating. Information and Communication Technology for Development (ICT4D) provides the first dedicated textbook to examine and explain these emerging phenomena. It will help students, practitioners, researchers and other readers understand the place of ICTs within development; the ICT-enabled changes already underway; and the key issues and interventions that engage ICT4D practice and strategy. The book has a three-part structure. For 60 years the International Federation for Information Processing (IFIP) has been advancing research in Information and Communication Technology (ICT). This book looks into both past experiences and future perspectives using the core of IFIP's competence, its Technical Committees (TCs) and Working Groups (WGs). Soon after IFIP was founded, it established TCs and related WGs to foster the exchange and development of the scientific and technical aspects of information processing. IFIP TCs are as diverse as the different aspects of information processing, but they share the following aims: To establish and maintain liaison with national and international organizations with allied interests and to foster cooperative action, collaborative research, and information exchange. To identify subjects and priorities for research, to stimulate theoretical work on fundamental issues, and to foster fundamental research which will underpin future development. To provide a forum for professionals with a view to promoting the study, collection, exchange, and dissemination of ideas, information, and research findings and thereby to promote the state of the art. To seek and use the most effective ways of disseminating information about IFIP’s work including the organization of conferences, workshops and symposia and the timely production of relevant publications. To have special regard for the needs of developing countries and to seek practicable ways of working with them. To encourage communication and to promote interaction between users, practitioners, and researchers. To foster interdisciplinary work and – in particular – to collaborate with other Technical Committees and Working Groups. The 17 contributions in this book describe the scientific, technical, and further work in TCs and WGs and in many cases also assess the future consequences of the work’s results. These contributions explore the developments of IFIP and the ICT profession now and over the next 60 years. The contributions are arranged per TC and conclude with the chapter on the IFIP code of ethics and conduct.
